REGARDING
OVERBILLING
Comes now Capitol Water Corporation("Company") and files the following Report to
Commission Staff regarding the balances owed to overbilled customers.
Capitol Water Corporation has credited or refunded all customer accounts affected by the
overbilling issue.
1. All affected customers were mailed the enclosed letter on February 18, 2025, with the
amount of the credit shown on each letter, for all current and prior customers.
2. All current accounts were credited with the full amount owed as of February 23, 2025.
The credit was reflected on the bills sent to current customers mailed on February 28,
2025.
3. All prior customers were sent checks on March 7, 2025. No prior customer letters or
checks have been returned to the Company.

4. Customers were given the option to have any remaining credit balance exceeding twenty-
five dollars($25) refunded. To receive the credit balance exceeding $25, the Customer
must request a refund check for the credit owed, prior to June 18, 2025.
5. To date, three customers have sent a request in writing for a refund of the remaining
credit balance. Those checks for credit balances exceeding $25 will be mailed on March
19, 2025.

Regarding:Capitol Water Corporation Customer Refund
Dear Capitol Water Customer:
During the course of the Company's general rate case, CAP-W-24-01, it was discovered that the
Company had incorrectly billed its metered customers prior to July 2024. After learning of the
billing issue,the Company updated its billing software prior to sending customer bills for July 2024
service and verified that customers would not be overbilled from July 2024 going forward.
Per Order No. 36427,the Company is refunding customers in accordance with the Idaho Public
Utilities Commission's Utility Customer Relations Rules("UCRR"), RuLe 203.04. The Company will
refund customers in the following manner:
1. All overbilled customers will be issued a full credit for the amount of the overbilling,
beginning with the March 2025 statements. All customers who are in arrears will be issued
a credit to reduce the amount they currently owe.
2. Any remaining credit balance will be credited against future bills unless the customer
requests a refund.
3. Customers have the option to have any remaining credit balance exceeding twenty-five
dollars($25) refunded.
4. The customer must request a refund checkforthe credit owed. To request a refund check
from Capitol Water Corporation,the customer must send a written request to the following
