Comment: "I have a Solar Generating System on my house at 1826 N 37TH EAST, Idaho Falls,
ID. Installed in 2023 (non-legacy). My expenditure was approximately$40K. I have "invested" in a
system that"puts" power back into the grid. R.M. Power"pulls" power directly from my system at
random times, approximately 4-5+ KW for about 5 minute periods.
When I asked R.M. Power in 2023 or 2024 about these short spikes, I was told that they could only
isolate my system from the grid, did not know about"pulling"from my system.
Recently R.M. Power communicated their appreciation for this input from my system.Thank You,
R.M.P.!
As far as"Fair Rates" is concerned, I believe that my initial monetary outlay wold negate the claim
that customers WITHOUT any on-site generation system are subsidizing my rates. Please do
change the rate for credit.

Comment: "Regarding Rocky Mountain Powers request to reduce the benefits gained under current

net metering rules, I feel it would be extremely unfair to make the proposed changes as
understand them. While I understand and agree that utility companies can and should be
profitable, I do not believe that net metering has significantly impacted their bottom line but,the
largest issue is the impact on the consumer.
As a consumer, I was promised a payback based on certain criteria. These were rules and laws that
would allow me, over time,to recover the costs of the system that I installed. A significant change
to this will, in essence, make the cost of my solar system, 10%of the cost of my home, essentially
worthless.
As the system is currently,there are some advantages of solar production to the power company as
well as to the consumer. To approve the changes as they have requested will remove benefits to the
consumer while giving more advantages to the company."
