Dear Ms.Barrios-Sanchez,
This is in response to the notice from the IDAHO PUBLIC UTILITIES COMMISSION dated March
12,2025 calling for the investigation of the underground propane system installed in Phase 1 of Old
Mill,a new subdivision in Oldtown in Bonner County,Idaho. Thank you for taking the time for a call.
As discussed,the Owner of the development is not Dale Rainey Design Group. It is Old Mill Land,
LLC and I'm Glen Lanker,its Managing Member.
Because the area is not served with natural gas from Avista,we made the decision to provide a private
propane system for the residents. This initial phase consists of 12 residential lots that are served by two
1000 gallon underground propane tanks,which are not manifolded together so each tank independently
serves 6 residences. We understand this is below the threshold of a public system.
Also,the area around the tanks including the shared driveway or alley,guest parking lot and open space
is all private common area. The nearest public street is Old Diamond Mill Loop and the closest distance
to the underground tanks is approx.40' from the public right-of-way per the attached drawing.
We also met with representatives of the local fire district to ensure we met their requirements including
some kind of crash protection,which was provided in the form of boulders arranged around the tank
area. We also made sure the tanks were not located underneath any overhead electrical wires.
