the compensation rate for on-site (solar)generation as proposed by Rocky Mountain Power.
The notice did not provide the date when the IPUC would be actually considering this
application, holding a hearing, or making a decision. I understand this is a dynamic
industry, but I am strongly opposed to reducing the compensation rate for existing solar
customers. Many solar customers like me based their decision to invest in on-site
generation projects only after strong consideration of the reimbursement rate. And these
are substantial investments for most households like mine. I looked at these projects for
years and finally decided to do it because the numbers finally made sense for my situation.
Now RMP is asking the IPUC to change the numbers after I have already purchased and
installed my system. This is wrong. I understand making adjustments to the compensation
program prospectively, but to apply a different rate to existing customers who relied on the
rates in making their investment is wrong, unfair, and un-American. I would be happy to
provide additional testimony at a hearing. I am not asking to be given the same "legacy
status" as those customers that signed up before me, but I am asking that I receive the
benefit of the compensation structure that I relied on to make my decision. Changes
should only apply to prospective customers, not retroactively to some but not others.
Thank you for your consideration. Please do the right thing. Nobody likes it when the
referee changes the rules after the game has started.

in order to help fund our own power bill, to install a solar panel system, should not be
forced to subsidized others who do not have solar power systems!!"
