COMES NOW, Idaho Power Company ("Idaho Power" or "Company") and,
pursuant to Idaho Public Utilities Commission's ("Commission") Rule of Procedure 203,
and the Notice of Modified Procedure, Order No. 36491, hereby respectfully submits
these Reply Comments in response to Comments of the Commission Staff("Staff") in this
case dated March 13, 2025.
Idaho Power appreciates Staff's thorough review and assessment of the
Company's Annual Compliance filing to update the Substation Allowance under
Schedule 19, Large Power Service, which proposed to increase the per megawatt
Substation Allowance amount from $71,052 to $99,826. The Company agrees with
Staff's conclusions that the updated labor, vehicle, and material costs included in the
IDAHO POWER COMPANY'S REPLY COMMENTS - 1
allowance are reasonable and accurately represent the costs Schedule 19 customers
will pay and that the calculation of the overhead rate is accurate. The Company
appreciates Staff's recommendation to approve the Company's proposed Substation
Allowance amount of $99,826 though it notes that in two instances Staff's Comments
misstate that number presumably due to a typographical error.' In addition, Idaho
Power supports Staff's recommendation for the Company to provide information
related to the procurement process for all materials included in the allowance and the
resulting selection of vendors, and also the cost of material specific to the 44.8 MVA
transformer ("Transformer") and 4-Unit Metalclad Switchgear ("Metalclad"), which are
the two highest-dollar components included in the allowance, in next year's annual
filing.
Therefore, the Company respectfully requests the Commission issue an order:
(1) approving the proposed Schedule 19 Substation Allowance of $99,826, and (2)
directing it to provide information related to the procurement process for all materials
included in the substation allowance and the resulting selection of vendors and the
cost of material for the Transformer and Metalclad in next year's annual filing.
