This letter is being sent to address the many discrepancies and decisions'being made by Jared
Horlacher for our residents.
It is"very"obvious that he doesn't have our residents' best interest at heart. We currently own 5
lots in Marvin Estates. When we developed the sub division we spent a lot of time considering the
needs&desires of a potential buyer, i.e. an area where houses would not be mixed in with trailer
housing&RV lots. We ended having an area specifically for these two categories. It has worked out
perfectly. We have always considered pricing very important for a buyer&have always made
pricing a priority to include the buyers in our decision making. Our entire adult life we have always
been entrepreneurs'.
Jared has not been in good standing with many people in the subdivision. He doesn't seem to
understand when you piss off a potential customer you are playing a game of Russian Roulette.
They tell their friends&neighbors&it gets around the neighborhood. He has a lot in Marvin Estates
to store his equipment. Well, he's done it again. He decided to tack on a"Moving Fee"when he
uses his equipment in the subdivision. I can understand if he has to take his equipment a mile or so
away;you can't say he's not creative when it comes to$$$$'s.
When we went to the meeting at The Inn,we left that meeting"SHOCKED"when we heard that he
was charging$7,444.00 for a hook-up fee. Well,we could imagine what was going to happen. Last
week we got a message from a gentleman &he was calling on behalf of his son who owned a lot&
was going to start building his house. Well folks, he is now selling his lot. So,to sum up the
aftermath of a ridiculous greedy decision,Jared will lose potential water users in the future. If we
had made such greedy choices for our subdivision there would be no homes in the subdivision. We
have another category called an RV lot. We gave a lot of thought to this category. It is usable for
approximately 6 months out of the year due to weather. So we have a reasonable rate for that
category&we have`NEVER'had a complaint.
Well guess what,greedy Jared did it again; he is now charging the fee on 12 months. That's not
going over well.
Jared doesn't give up.There is a Food Bank on Hiway 57. They received a grant to buy a lot&build a
new building. It was in the final stage of closing&when it came to the water approval,Jared
refused them water. The DEQ heard about it&they told him he had to service them. After
confronting him he realized he had to approve it.

We have known Jared for a few years & really thought well of him at first. Once we sold the water
company to him we noticed a strange change in him. He morphed into a power hungry, arrogant &
greedy person.We believe he will always be a thorn in the side of the home owners&someone needs
to reign in his desire for"power&money.
