On February 21, 2025, Idaho Forest Group LLC ("IFG") moved the Idaho Public Utilities
Commission ("Commission"), under Commission Rule of Procedure 43.031 and Idaho Bar
Commission Rule ("IBCR") 227, for an Order approving the limited admission, pro hac vice, of
Andrew P. Moratzka in this case. The Motion was signed and attested to by local counsel Jennifer
S. Palmer(Idaho State Bar License No. 11136).
In the Motion, Mr. Moratzka certifies that he is an active member in good standing with
the bar of Minnesota and that he maintains the regular practice of law in Minnesota. He further
declares that he is not an Idaho resident or licensed to practice law in Idaho.
Mr.Moratzka and Ms.Palmer certify that a copy of the Motion has been served on all other
parties to this case, and that a copy of the Motion, accompanied by a $325 fee and certificate of
good standing, have been submitted to the Idaho State Bar. Ms. Palmer acknowledges that her
attendance shall be required at all Commission proceedings in which Mr.Moratzka appears,unless
specifically excused by the Commission.
COMMISSION FINDINGS
The Commission has reviewed and considered the Motion and applicable rules, including
IBCR 227 and Commission Rules of Procedure 19 and 43.03, IDAPA 31.01.01.019 and 043.03.
Based on the filings of record and certified representations of Mr. Moratzka and Ms. Palmer, we
find that reasonable grounds have been demonstrated to justify the granting of limited admission
of Mr. Moratzka as legal counsel for IFG. We further find good reason to excuse the appearance
of Ms. Palmer in further proceedings in this docket unless needed by Mr. Moratzka.
' Commission Rule of Procedure 19 also pertains to motions for pro hac vice admission.

CONCLUSIONS OF LAW
The Commission has jurisdiction in this case and over this Motion pursuant to Idaho Code,
Title 61, and the Commission's Rules of Procedure, 31.01.01.000 et seq.
ORDER
IT IS HEREBY ORDERED that the Motion is granted; Andrew P. Moratzka is hereby
granted limited admission as legal counsel for IFG in Case Nos. AVU-E-25-01 and AVU-G-25-
01.
IT IS FURTHER ORDERED that the attendance of Jennifer S. Palmer is excused from all
further proceedings in Case Nos. AVU-E-25-01 and AVU-G-25-01 unless needed by Andrew P.
Moratzka.
