These are a few things I would like to get address ant the next meeting. (in-person)
Ask how the commissioners will take this into account.
1) Is it true the notice/letter(addressed to Dear Residents of Marvin Estates)actually only
went out to hook-up paying residents of Marvin estates. So, like only 70 of the 115 lots
owners were only made aware of these developments.
• There appear to be several mistakes that should be documented and updated in what
we are looking at: (may be cause to extend time/dates for all to be notifies and be
able to respond?)
• In the PRIEST LAKE WATER LLC notice/letter it states =>"the Idaho Public Utility
Commission has recommended that the rate be increased to$98.00 per meter per
month. Commercial accounts will be charged a monthly rate of$100.00 per meter per
month.The reasons for this rate increase include the following:"and then 6 bullets that
may happen in the future...
1. after the last meeting this was clearly not the case that the IPUC recommends—
and should be clarified it proposed and that comments will be looked at....
2. In Appendix 4=>DEQ Sanitary Survey...
a. it looks like it found 0 Significant Deficiencies noted during inspection:
(w/awaiting review)...
b. Under the=> Potial O Deficienc; es Pe1J1 ling Review: list a few
observations....
see page#28=>Sanitary Survey Preliminary Inspection Findings Form:
Partial Deficiencies Preliminary Review: [some hard to read stuff...]
• In Appendix 11: Under Proposed Rate Structure, it states"Residential Monthly Rates
(subject to increase on an annual basis)".This is not a correct statement and should
be clarified/corrected =That any changes in rates would have to be brought forth to
the IPUC in an Application in the future.
• Commercial New Connection Fees: Labor=$1,500; Cost of Materials$2,500; 1"
meter$0 Total$10,000(explain math or how that get approved)
• Under SCHEDULE NO. 3: HOOKUP FEE ( New Service)=> shows Labor=$1,500;
Cost of Materials$5,944 Total$7,444(both Res/Com) : explains if this is an only
option to buy from PLE LLC or can we get bid, do some of the work?(this is another
50% increase and me not have any choice...ALSO this gets a little cloudy because of
Jared's other business=>excavation (which he has been working from Marvin of
Marvin Estates for like 20+years and bought the water rights from) and so He gets to
charge (make money for the PLW LLC)and make money(pay himself/excavation
business) on both sides of this connect process.
•Another thing is that storage buildings and security fences and work on the water
company property(1/2 acre that came with the pup house) are grey areas too—the
need to buy and store and clear trees build -should probably tied to need for the PLW
LLC and come from extra earnings/revenue from the part time operation and not
mixed with other business.
2)The volumetric changes don't make sense-this may be an illusionary attempt to show
more volume/service then is needed to justify increase.To the best of my few residents
in Marvin estates ever go over the 10K allowance-occurs occasionally in the summer.
•With out actual meter reading and paper work this is just a what one would believe... Is
that the reality is that 75%of the users less than 30,000 gallons per year.And that
10%who may be full time residents use less than 70,000 gallons per year.The
remaining 15% may have overages fees in the summer because they irrigate lawns or
water extra in July/August for fire safety.
3) Is there an understanding that the PL Water LLC is only operated as a part-time/seasonal
business?And in the off season there is limited time spent and no need for support full-
time employment to the Operator?(Given there are some meetings/class reports due in
the off season and there are some annual fees and bills, but believe that 90%of the
work that drives up the cost to operate is May—Sept)
4) Revenue and costs are based on actual expenditures not estimated costs—so how are
future plans and estimated expanses figures and monitored by the IPUC?
❑ i.e Appendix 7B:An Estimated Cost of$200,000 is listed for Item Backflow prevention
x 40;$140,000 is listed for Replacement of valves x 70; $100,000 is listed for
maintenance of water tank.... How are these figures investigated/verification by IPUC
Staff and then use in calculating new rate and reasonable revenue and if the work is
actually completed?

• In Appendix 9-can you explain Monthly Consumption Data Production in
i.Winter/Spring: 1. 19 Acre Feet per month
ii. Summer/Fall: 10. 11 Acre Feet per month
6) Need help understanding the math and table data used in Appendix 8 Expected annual
revenue with anticipated monthly water rates and other charges.At first look—I don't see
how or where the numbers come from...
7) FYI.... Looking at this rate proposed increase in it simplest form-makes it seem more
unreasonable and way out of line.
• Using data from Appendix 7:finances(which BTW; is missing data lines in
almost every year.

• So going from$30K/yr to over$110K/yr looks unreasonable. If that represents 3-5
mounts or 300hrs of part-time work that would be like going from $110/hr to$382/hr
(and possibly his current rate is too high?)
8)There are more areas to look at and I presumes the IPUC-consider more then I could
pull out of the 1000's of pages.... But the Health and safety of our water is important.

I tried to submit customer comments yesterday for the upcoming meeting on the Priest Lake
Water LLC rate request.
I was able to attend the meeting last week but can't be there in person tonight.
I tried 3 times 1 st I was going to attach a file (didn't see how to) 2nd & 3rd I cut and paste into
the comment window - but had to do it two times to get it to fit...
So - not sure how it looks or if will make since in the comments sections when people are
looking...
So I'm sending you this email with the file attached maybe that would be better or at least your
IPCU team will have it for tomight meeting in Coolin ID.
