Discontinuance of Voice Telecommunications Services in Idaho Dear Ms. Barrios-Sanchez: Pursuant to Rule 311-02 of IDAPA 31.41.02, Global Crossing Telecommunications, Inc. ("Global Crossing" or"Company") hereby provides notice to the Idaho Public Utilities Commission of the State of Idaho (the "Commission") of its planned discontinuance of all voice services in Idaho. Specifically, on February 24, 2025, the Company filed an application with the Federal Communications Commission (FCC)pursuant to Section 214 of the 1996 Telecommunication Act and related regulations! The Company in its FCC 214 filing seeks authorization to discontinue voice telecommunications services. The Company also notified affected business customers of the discontinued services by letter dated February 21, 2025. Global Crossing currently serves one (1)business customer in Idaho. The Company plans to discontinue the affected services and exit the voice telecommunications market on or around June 24, 2025. Global Crossing does not intend to cancel its certification or registrations at this time. Global Crossing provides the following information pursuant to Section 63.71 of the Commission's Rules: 1. Name and Address of the Carrier Global Crossing Telecommunications, Inc. Global Crossing Local Services, Inc. Global Crossing Telemanagement VA, LLC 100 CenturyLink Drive Monroe, LA 71203 2. Date of Planned Service Discontinuance Global Crossing plans to discontinue the Affected Services noted below on June 24, 2025, or as soon thereafter as any necessary regulatory approvals are obtained. Global Crossing's voice portfolio runs on aging, legacy network equipment, the majority of which is no longer supported by underlying vendors. Thus, repairing and/or replacing this network equipment has become challenging, if not impossible. Decommissioning of this network is necessary now to prevent an irreparable failure in the future. 3. Points of Geographic Areas of Service Affected Global Crossing proposes to discontinue the Affected Services in Alabama, Colorado, the District of Columbia, Florida, Georgia, Hawaii, Idaho, Iowa, Indiana, Kansas, Kentucky, Maryland, Massachusetts, Michigan, Montana,Nebraska,North Carolina, Oregon, Vermont, Virginia, Washington, and Wisconsin. 2 4. Description of Services Affected The Affected Services provided by Global Crossing are: • Local Exchange Service -provides the Customer with a connection to the Company's facilities within a local calling area on the public switched telephone network • Local Service Digital Trunk Service -provides voice-grade telephonic communications channels that can be used to place or receive calls • Operator Service and Directory Assistance—provides the customer with the ability to have access to an Operator • Long Distance Service - allows domestic calls outside of a defined local calling area • Toll Free Service - allows domestic calls to originate from anywhere in the contiguous, mainland United States and terminate to the customer's location at no charge to the calling party • Voice Local Services (VLS)—allows origination to Lumen-provided telephone numbers to aggregate the traffic and hand it off to single or multiple IP endpoints 5. Brief Description of the Dates and Methods of Notice to All Affected Customers Global Crossing sent a written notification of the planned discontinuance to customers affected by the proposed discontinuance in accordance with Section 63.71(a) of the Commission's Rules. Customer notifications were sent by U.S. Mail or United Parcel Service on February 21, 2025. A copy of the notification is attached to this application (Attachment A). 6. Whether the Carrier is Considered Dominant or Non-dominant with Respect to the Service to be Discontinued Global Crossing is considered non-dominant with respect to the services to be discontinued. 3 As noted in the customer notice, Global Crossing is also discontinuing three international services. Discontinuance of those services will be separately addressed in a Section 63.19 filing. 47 C.F.R. § 63.19. 3 7. Other Information In accordance with Section 63.71(a)of the Commission's Rules, a copy of this application is being mailed concurrently with its filing to the entities listed on the attached certificate of service. CONCLUSION The public convenience and necessity will not be adversely affected by the discontinuance of the services described herein. Advance notice has been provided to all affected customers, giving them ample time to arrange substitute services, which are readily available from other providers.
