Private Fire Hydrants (PFH)
• Stop billing for private fire hydrants -Approximately $26k annual revenue
o Remove PFH rate from tariff, add a private fire hydrant definition vetted by the Fire Districts, and
define PFH ownership responsibility.
o Owners of Private Fire Hydrants would still pay for their construction/installation. The owners would
also be responsible for all maintenance on the private fire hydrants.
• Background
o Company recently became aware that it is currently billing 168 PFH according to the tariff (and has
since 1998); however, there are currently 2,900 PFH on the system based on the proposed definition
and GIS mapping.
O There is no common definition of private fire hydrants.
O The five Fire Districts vary in how they view responsibility for PFH.
O Customers are not aware they are responsible for PFH maintenance.
• Public good, public safety issue
O Similar to Public Hydrants, costs for Private Fire Hydrants would be recovered from all customers.
