I feel that Falls Water attempting to raise the rates of our monthly water bill is unnecessary.The rates
were already raised a couple years ago, and now they want to raise them again?When does it stop?
This is nothing more than a greedy attempt to increase Falls Water's yearly revenue. I know so because
they sent out an email to all Falls Water users saying that exact same thing. Black and white.
In a time where many families are already struggling with their bills,this seems wrong. If this proposal is
passed, it will negatively affect thousands of families in the area.
I would ask you to NOT let this proposal pass. Raising rates 27%-44% is completely unethical and a slap in
the face to loyal customers, such as myself, who have paid their water bill every month, on time.

charged for water under the current rate structure are already staggeringly high. Seeing proposed
increases between 27 and 44%feels like absolute extortion. Please go find a sampling of actual
customers bills during the summer months and then apply these increases to the already obtuse
charges and see if you feel like this is a reasonable amount of cost for water. I moved into my house last
June and if I had paid attention to what the water bill was going to be I legitimately would not have
bought the house. Don't do this. "

As I understand it,the IPUC allows utility companies to make a reasonable return on investments made
to their systems. However, I believe Falls Water is exploiting this system. By charging significantly lower
hookup fees compared to other utilities,they have incentivized development within their district.This
has necessitated system upgrades,the costs of which are now being passed onto existing customers
through higher rates.These rate increases will continue indefinitely,guaranteeing Falls Water a
perpetual return on their investment.
Furthermore, I disagree with the normalization of rates between unrelated water systems, simply
because they share the same owner. Falls Water customers should not have to subsidize the Morning
View system due to Falls Water's acquisition of Morning View.

I am writing to formally oppose the proposed water rate increase filed by Falls Water Co., Inc., under
Case No. FLS-W-24-02.The significant increase—ranging up to 44%for some customers—is excessive
and places an unfair financial burden on hardworking families like mine,who are already struggling to
afford basic necessities.
The current economic climate has made it difficult for many households to put food on the table, pay
bills, and keep up with the rising cost of living.Adding a drastic water rate increase on top of these
financial hardships is unreasonable and will further strain those living paycheck to paycheck. Many of us
simply cannot afford this added expense.
While I understand the need for system improvements and maintenance,the scale of this increase
appears excessive and,frankly, greedy—especially when compared to typical rate adjustments.The
justification given does not adequately account for the hardship this will cause for families in our

I understand rate increases but why are some rates greatly increasing while other rates are being
significantly reduced?Specifically the "Morningview" line items in the proposed rate increase sheet? In
my opinion in order to stay fair,the newer developments should have to pay more to be added to our
already"stressed" infrastructure. After all, isn't it them that's adding the new and added burden to the
system?Seems like under quick review, if Falls water merely didn't give such significant rate cuts to
Morningview, they'd still achieve the same goal of increasing annual revenues for ongoing maintenance
and improvements! If Falls water is going to implement a rate increase, at the very least they need to be

I am writing to formally oppose Falls Water's proposed rate increase.Just two years ago,they raised
rates by 22%while also lowering the median usage from 10,000 gallons to 8,000 gallons. Now,they're
back again—this time pushing for a 34% increase while further reducing the median usage to 7,000
gallons.
Meanwhile, every customer in the Falls Water/Taylor Water district is facing an increase,yet
Morningview customers are seeing rate decreases between 19% and 56%. How is this fair?Why are
some customers being forced to shoulder higher costs while others get a reduction?
Since Falls Water was acquired by Natural Water out of Oregon in 2018, they have continuously pushed
rate hikes.As a publicly traded company(NYSE: NWN),their priority is maximizing shareholder profits—
not the well-being of the local community. We, as property owners, have no water rights and no ability
to drill private wells, meaning we are completely at the mercy of this corporation.
This pattern of excessive increases is unsustainable and unacceptable. I urge the IPUC to deny this rate
hike and ensure that Falls Water is held accountable for providing fair, transparent, and reasonable rates

Falls water increased the water price by SS on a household with a 1" waterline. Stating that the
increase for a typical monthly bill of$29.15 increased to$45.11! Today(2/22/2025) we receive an email
stating that Falls Water wants more! Now they are stating that the household with a 1 inch line pays
$31.68 and the increase to $40.38 that's an increase of another 27%. Why are the household averages
changing? People have likely cut back on water usage because of the last price increase. There for, Falls
Water isn't generating the revenue that they hoped for. We received the email from Falls Water one
week prior to the price increases taking effect if approved? Also, in the same proposal, other customers
will be seeing reductions of 19%to 56%this time around! The 2023 proposal also had rate reductions
for the exact same areas! This is madness! Please OPPOSE this greedy price increase being proposed by
Falls Water Co. Inc!

Natural Water of Portland, Oregon is owned by the Morasch family in Portland, Oregon.The Morasch

With all of the new housing/apartments and townhomes being built in Ammon, Idaho Falls, Bonneville
County with infrastructure needed are they passing along this cost to existing residents? THIS COST
NEEDS TO BE PASSED ALONG TO THE DEVELOPERS/CONSTRUCTOIN FOLKS who are building these new
living facilities.They are building on any scrap of land they can find,with no regard to INFRASTRUCTURE
and AND NOT HELD ACCOUTABLE FOR THOSE COSTS.— no CURRENT RESIDENTS OF IDAHO in these areas.
Our water service, under Falls Water, owned by Natural Water has been substandard, we have had BOIL
alerts that have lasted a few days at a time.These boil alerts are because of substandard equipment
(whar at they doing with the money?). Residents of Idaho under this arrangement ARE NOT FAIRLY
REPRESENTATED in the State of Idaho,with a company who only responds to shareholders, not the
customers they serve.
I VEHEMENTLY OBJECT to this proposed 34% increase, or ANY% INCREASE, by this out-of-state company.
They provide a substandard product, and raise rates to offset any losses in their actual meat processing,
restaurants and grocery stores.

To whom it may concern,
I received a email notice concerning the rate increase for for the case mentioned on February 21, 2025.
The proposed general rate increase to become effective on or after March 1, 2025. This seems like a
very short notice for the consumers of the utility to respond to the increase. Is there a specified time
frame in which the utility has to send the notice to allow for public response? This subdivision received
a utility rate increase last year, now they are asking for another rate increase this year. I realize that
inflationary and hard costs increase, but a 25.02% increase for the consumer of this utility in the one
year of 2025 is very concerning. Our utility is owned by a private out of state company in Oregon taking
profits off the top, not Local Idaho city or county owned. I appreciate the Hard Work Falls water has put
into our system and insuring clean and safe utilities but feel reasonable increase of a needed resource is
fair without gouging customers for a needed living resource. I have requested a list of work that has
been done on our system and the hard costs associated with it. Falls Water stated they are going to
provide me with this information soon but did not give me a specific time frame. Please consider the
huge margin of increase that they are burdening the people of this water district with.

years to a gas company in Oregon. My personal concern is that our water bill may potentially be

The increase in price is extremely concerning and the idea as a whole is theft. Please take this matter
seriously and consider it to be your own water bill getting dramatically increased in this economy where
all necessities to live are egregiously expensive. While repairs need to be made, it shouldn't be one
town's responsibility to pay for another town's repairs and giving said down dramatic decreases for the
repairs being made. We as a community hope to see a different solution to the problem at hand.

Dear Commission Members:
I have just received word that there is a proposed rate increase for services rendered by the
Falls Water Company. Just a while ago, there was a large rate increase that seemed to
cover everything from system maintenance, new facilities, to water costs—all of which
made it very expensive to maintain property in the summer. Now there is a movement afoot
to do another increase that is very substantial. Since they have a monopoly on the one
thing people can't live without, it seems like they are taking a huge unfair advantage of the
situation. I totally oppose this action and request that you use your office and power to
deny any further rate increase—now and in the near future. Thankyou for your assistance.

Dear Commissioner Secretary Barrios-Sanchez,
I am writing in opposition to the proposed Falls Water Company rate increase.
This is the second proposed rate increase in our water and sewage in the past two years. I
believe that the percentage increase is unwarranted. I work at a private company and am aware of
the cost of doing business and aware that price increases are inevitable. However,this type of a
substantial percentage increase on the water rate structure, per their graph chart, ranging from
27%to 44%is a harsh measure to take upon the residents of this subdivision.
For whatever reasoning, Falls Water Company has been granted an exclusive franchise to
serve this area. Fall Water took ownership of the sewer and water systems as of August 3,2020.At

this point in time,the exclusivity is giving them irrational measures for such increases.A`Tiers'
structure was put into place regarding water usage amounts. My experience as a homeowner is
based on a Tier Meter Residential 1".
