On October 9, 2024, Capitol Water Corporation ("Company") applied for authority to
change its Purchased Power Cost Adjustment("PPCA") rate collected through Schedule No. 3—
Other Recurring and Non-recurring Charges ("Schedule No. 3") to recover the 2023 electricity
costs that exceeded what it collected in rates that year.
On December 30,2024,the Commission issued Order No. 36437 authorizing the Company
to update its PPCA rate to 3.33% to allow the Company to recover its 2023 electricity costs that
exceeded the amount embedded in the Company's base rates that year. The Commission ordered
the Company to file an updated Schedule No. 3 within 15 days of the service date of Order No.
36437.
On January 10, 2025, the Company filed an updated Schedule No. 3 reflecting the
authorized PPCA rate approved in Order No. 36437.
On January 21, 2025, Commission Staff ("Staff') presented a Decision Memorandum
recommending the Commission approve Schedule No. 3, as filed in compliance with Order No.
36437, effective January 1, 2025.
Having reviewed the Company's filing and Staff s subsequent recommendation, the
Commission issues this Order approving Schedule No. 3, as filed.
COMMISSION DISCUSSION AND FINDINGS
The Commission has jurisdiction over the Company and the issues in this case under Title
61 of the Idaho Code. Specifically, the Commission regulates "public utilities," including "water
corporations" that serve the public or some portion thereof for compensation. See Idaho Code §§
61-125, -129, and-501.
After reviewing the Company's filing and Staffs subsequent recommendation, we are
satisfied with the Company's updated Schedule No. 3. The Company's filing meets the

Commission's requirements set forth in Order No. 36437. Therefore, the Commission approves
the Company's Schedule No. 3, effective January 1, 2025.
ORDER
IT IS HEREBY ORDERED that the Company's updated Schedule No. 3, is approved
effective January 1, 2025.
THIS IS A FINAL ORDER. Any person interested in this Order may petition for
reconsideration within twenty-one (21) days of the service date of this Order. Within seven (7)
days after any person has petitioned for reconsideration, any other person may cross-petition for
reconsideration. See Idaho Code § 61-626.
