IDAHO PUBLIC Bailey, ID 83333 UTILITIES COMMISSION February 4,2025 Idaho Public Utilities Commission 11331 W.Chinden Blvd., Bldg 8,suite 201-A Boise, Id. 83714 Dear Commissioners: RE: Case IPC-E-24-34 Your negative conclusion and response to IPC-E-24-34 with the information on site Idaho Public Utilities workers gave to management and was then passed on to you was correct. However,the information from the workers is completely false.The workers reported the wires were in concrete when as the photo shows they were in conduit. In the picture the tape measure shows the new meter location 35 inches closer to the IP distribution box negating the need for a splice as workers indicated was needed. There was no technical or legal need for IP's demands;the wires just needed to be pulled out of the existing conduit and inserted into the new conduit,cut shorter and connected. The electrician,who IP is familiar with, indicated this would take him about 15 minutes. Prior to construction,all permits were obtained with no communication or directions from IR The expensive demand from IP for a 100 foot conduit in a new trench came after construction was completed. The architect,contractor, electrician and I had no knowledge that IP could make demands after construction was complete. The project would not have been undertaken if the approximately $10,000 to$15,000 in actual and peripheral costs caused by IP's requirements, after the fact, had been known. If IP has requirements,these should be in the permit process. It would be sad if litigation is required due to falsifications by IP employees,that are so obvious and provable by contractor and electrician and photo,that only lawyers would benefit. Due to falsifications that you seemingly have not been aware of, please review your decision.
