First based on the new rates a homeowner could be penalized and pay higher rates based on when the water company read the meter and defines what a month is. It would make sense that their is a definition of how many days are in a month like 30.5 or 31 and when the meter is read they would take the total water used and divide by days since last reading and then multiply by the required days of the month.This would be more accurate and not have a homeowner pay a higher rate for the water company not reading the meter on time.Also like during the winter when they do not read the meter and wait to spring this approach would ensure an accurate bill. In addition, if they have an access issue with reading a meter they should place a note on the homeowners door sting the issue with a number to call so a meeting can be had to review their concern and allow the property owner to address the issue and not find out until a bill arrives and get a bill based on no reading of the meter.
