Comment: "To Whom It Concerns,
I am writing to formally state my opposition to Avista's proposed increase in Electric and Natural Gas
rates, specifically the base rate. I have no problem paying more for my electric and natural gas usage, as
my family can control some elements of what our household utilizes, allowing us to watch our budget
and our utility expenses. I have concerns, however, about the proposed base rate increases, as we have
no ability to lower the amount we pay toward these rates. In the summer, my family has some months
where we use zero natural gas, but we still pay the base charge. With the inflation we have all
experienced the last few years,we are all paying more for just about everything, and I understand that
costs for utilities have gone up as well,that is why I have zero problem with increased charges for actual
usage of electricity and natural gas, but I feel a base rate increase is unfair."
