HomeMy WebLinkAbout20250114Decision Memo.pdf DECISION MEMORANDUM TO: COMMISSIONER ANDERSON COMMISSIONER HAMMOND COMMISSIONER LODGE COMMISSION SECRETARY COMMISSION STAFF LEGAL FROM: CHRIS BURDIN DEPUTY ATTORNEY GENERAL DATE: JANUARY 14, 2025 SUBJECT: IN THE MATTER OF IDAHO POWER COMPANY'S ANNUAL COMPLIANCE FILING TO UPDATE THE SUBSTATION ALLOWANCE AMOUNT UNDER SCHEDULE 19, LARGE POWER SERVICE; TARIFF ADVICE NO. IPC-TAE- 24-06. On December 20, 2024, Idaho Power Company ("Company") submitted Tariff Advice No. IPC- TAE-24-06. The Company indicated that this annual compliance filing is to update the Substation Allowance amount contained in Schedule 19, as required by Idaho Public Utilities Commission ("Commission") Order Nos. 32893 and 32914. The Company stated that the proposed Substation Allowance reflects and increase from $71,052 to $99,926, or approximately 29%. The Company proposed an effective date of March 15, 2025. STAFF RECOMMENDATION After reviewing the Company's request, Staff believes that additional process would be beneficial and appropriate. Commission Staff("Staff')recommends the Commission: (1)treat the Tariff Advice as an Application and issue it a case number; (2) issue a Notice of Application; (3) suspend the proposed effective date for thirty (30) days and five months or until an earlier order is issued; and (4) issue a Notice of Intervention establishing a 21-day intervention period. COMMISSION DECISION Does the Commission wish to: (1) treat the Tariff Advice as an Application and issue it a case number; (2) issue a Notice of Application; (3) suspend the proposed effective date for thirty (30) days and five months or until an earlier order is issued; and (4) issue a Notice of Intervention establishing a 21-day intervention period?
