SUBJECT: IN THE MATTER OF THE JOINT PETITION OF CLEARWATER PAPER
CORPORATION, AVISTA CORPORATION, AND SOFIDEL AMERICA
CORP. FOR APPROVAL OF A CONTRACT TEMPORARILY WAIVING
AVISTA'S PROHIBITION AGAINST MASTER-METERING ITS
ELECTRIC SERVICES; CASE NO. AVU-E-24-12.
On September 20,2024, Clearwater Paper Corporation("Clearwater"),Avista Corporation
("Avista"), and Sofidel America Corp ("Sofidel") (collectively the "Parties"), filed a joint petition
with the Idaho Public Utilities Commission ("Commission") for an order providing a temporary
waiver of Avista's Tariff prohibiting master-metering of electric services.
On October 28, 2024, the Commission issued Order No. 36371 granting a temporary
waiver of the master metering prohibition until such time as Avista is able to provide separate
metering to the Companies. The Commission ordered the Parties to submit a compliance filing by
December 31, 2024, clarifying how demand charge billing discrepancies will be resolved.
On December 17, 2024, Clearwater and Sofidel submitted a compliance filing outlining
how demand charge billing discrepancies will be resolved.
STAFF REVIEW
Commission Staff("Staff') reviewed the compliance filing and the mutually agreed upon
process between Clearwater and Sofidel that will be used to resolve any billing discrepancies that
may occur. Staff believes that process will provide equitable and reasonable resolution to any
billing discrepancies.

STAFF RECOMMENDATION
Staff recommends the Commission accept the Parties compliance filing as having satisfied
Order No. 36371 with regard to clarifying how demand charge billing discrepancies will be
resolved.
