Given that the requested rate change date is 12/23/2024,there was not enough time between receipt of the mailer to review the report and provide comment. Second, is the normal public utility process to allow the utility to make significant investment leading to a 20% rate increase without prior oversight of the investment plans?This seems backwards. How can a business invest so significantly without knowing it will receive a return on the investment? How can I as a customer make sufficient argument against a rate increase when the costs for the rate increase have already been expended?This is backwards. What do I have left to me but to complain about the 20% rate increase being a significant increase? I can't make any arguments about the costs behind the request for rate increase, because the costs have already been realized. This approach puts everyone in the wrong position if the intent is to enable substantive debate over proposed rate increases-from the business,to the customers,to the commission.The debate should be occurring before the expenditures that would require rate increases.
