1 I . INTRODUCTION AND QUALIFICATIONS
2 Q. Please state your name, business address, and present
3 position with PacifiCorp, d/b/a Rocky Mountain Power
4 ("Rocky Mountain Power" or the "Company") .
5 A. My name is Joelle R. Steward. My business address is 1407
6 West North Temple, Salt Lake City, Utah 84116 . My present
7 position is Senior Vice President, Regulation .
8 Q. Please summarize your education and business experience.
9 A. I have a Bachelor of Arts degree in Political Science from
10 the University of Oregon and an M.A. in Public Affairs from
11 the Hubert Humphrey Institute of Public Policy at the
12 University of Minnesota. Between 1999 and March 2007, I
13 was employed as a Regulatory Analyst with the Washington
14 Utilities and Transportation Commission. I joined the
15 Company in March 2007 as a Regulatory Manager, responsible
16 for all regulatory filings and proceedings in Oregon. On
17 February 14, 2012, I assumed responsibilities overseeing
18 cost of service and pricing for PacifiCorp. In May 2015, I
19 assumed broader oversight over regulatory affairs in
20 addition to the cost of service and pricing
21 responsibilities . In 2017, I assumed the role as Vice
22 President, Regulation for Rocky Mountain Power; in November
23 2021, I assumed my current role as Senior Vice President,
24 Regulation for Rocky Mountain Power.

1 Q. Have you appeared as a witness in previous regulatory
2 proceedings?
3 A. Yes . I have testified on various matters in the states of
4 Idaho, Oregon, Utah, Washington, and Wyoming.
5 II . PURPOSE OF TESTIMONY
6 Q. What is the purpose of your testimony?
7 A. The purpose of my testimony is to present and support the
8 Stipulation reached in Case No . PAC-E-24-04 PacifiCorp' s
9 General Rate Case, ("2024 GRC") , entered into by Rocky
10 Mountain Power ("Company") ; Staff for the Idaho Public
11 Utilities Commission ("Staff") ; the Idaho Irrigation
12 Pumpers Association, Inc . ("IIPA") ; P4 Production, L.L.0
13 an affiliate of Bayer Corporation ("Bayer") ; and PacifiCorp
14 Idaho Industrial Customers ("PIIC") ; collectively referred
15 to in my testimony as the Parties .
16 My testimony provides background on the Company' s 2024
17 GRC and explains the terms and conditions of the
18 Stipulation reached between the Parties . I present the
19 Stipulation and describe how it represents a fair, just,
20 and reasonable compromise of the issues in this proceeding
21 that are in the public interest . My testimony supports the
22 Parties' recommendation that the Idaho Public Utilities
23 Commission ("Commission") approve the Stipulation and all
24 of its terms and conditions .

1 III . BACKGROUND
2 Q. Please summarize the procedural background of the 2024 GRC.
3 A. On May 31, 2024, the Company filed its 2024 GRC with the
4 Commission requesting authorization to increase rates by
5 $92 . 4 million, or approximately 26 . 8 percent . The Company
6 also requested approval to mitigate the rate increase by
7 phasing in the base net power cost increase over two years .
8 The Company proposed the first increase of $66 . 7 million
9 or 19 . 4 percent to take effect January 1, 2025, and a
10 second increase of $25 . 7 million or 7 . 4 percent to take
11 effect on January 1, 2026, for a total increase of $92 . 4
12 million or 26 . 8 percent.
13 On October 24, 2024, the Parties began negotiations
14 with the Company. After the initial meeting the Parties
15 met several more times continuing to negotiate the terms
16 of the settlement .
17 On November 21, 2024, the Parties agreed to draft
18 terms of a Stipulated Settlement Agreement,
19 ("Stipulation") . On December 6, 2024, the Company filed a
20 Stipulation, signed by all the Parties to the 2024 GRC,
21 with the Commission with the intent of resolving all the
22 issues of the case.
23 IV. SETTLEMENT STIPULATION
24 Q. Please summarize the terms of the Stipulation.
25 A. The Parties agree to an overall base rate increase of

1 $57 . 94 million or 16 . 8 percent effective January 1, 2025,
2 as set forth in Attachments A and B to the Stipulation.
3 The Parties also agree to mitigating the impacts of the
4 overall base increase by extending the recovery the Energy
5 Cost Adjustment Mechanism ("ECAM") deferral balances as
6 explained later in my testimony, which reduces the impact
7 of the overall rate increase by $32 . 5 million. Thus, the
8 net rate change effective January 1, 2025 is $25 . 44 or 7 . 4
9 percent . The Parties agree that this Stipulation represents
10 a compromise among competing interests and a resolution of
11 the contested issues in this proceeding. Any adjustment to
12 PacifiCorp' s Initial Filing on May 31, 2024 not
13 incorporated into the Stipulation directly or by reference
14 would be resolved without an adjustment or recommendation
15 for the purposes of this proceeding.
16 Q. Please describe the rate mitigation agreed to by the
17 Parties to address the overall rate increase.
18 A. The Parties agreed to mitigate the impacts of the overall
19 increase by extending the recovery the ECAM deferral
20 balances as follows :
21 • the ECAM rates on Schedule 94 for recovery of the 2023
22 deferred costs (Case No. PAC-E-24-051) , will be reduced

1 by 50 percent, effective January 1, 2025 (or rate
2 effective date of this proceeding) with the remaining
3 balance as of June 1, 2025, to be recovered over two
4 years with the costs deferred in 2024; and
5 • The costs approved for recovery in the 2025 ECAM filing
6 (for costs deferred in 2024 and including the remaining
7 balance from the 2024 ECAM filing) will be recovered
8 over two years, beginning June 1, 2025 .
9 Q. Does the Stipulation include an attachment to show the
10 agreed-upon calculation of the base rate change and rate
11 mitigation?
12 A. Yes . Attachment A to the Stipulation reflects these
13 calculations . As shown in Attachment A, the Parties agree
14 that the proposed total $57 . 94 million increase reflects
15 specific updates and adjustments to the Company' s filed
16 case, as well as an additional non-specific adjustment
17 related to a compromise of issues on which resolution could
18 not be reached.
19 Q. Please explain the Parties' agreement on a non-specific
20 adjustment to PacifiCorp' s proposed revenue requirement.
21 A. To resolve all outstanding revenue requirement items not
22 specifically addressed in the Stipulation, the Parties
23 agreed to a $7 . 3 million reduction to the Company' s revenue
24 requirement . This adjustment fully resolves all contested

1 revenue requirement items in this case not addressed in an
2 issue-specific settlement .
3 Q. Did the Parties agree on when the rate changes reflected
4 in the Stipulation will become effective?
5 A. Yes . The rate change attributable to the base revenue
6 requirement increase will be effective for service on and
7 after January 1, 2025 .
8 A. Rate of Return
9 Q. Please describe the Parties' agreement on rate of return.
10 A. The Parties agree to a rate of return of 7 . 25 percent,
11 based on unspecified assumptions for capital structure
12 costs and components .
13 B. Capital Additions
14 Q. Please describe the Parties' agreement on capital
15 additions .
16 A. The Parties agree with the inclusion of the Company' s
17 capital additions as set forth in its initial filing on
18 May 31, 2024, including the recovery of the Gateway South
19 and Gateway West Transmission projects, as well as the Rock
20 River I, Foot Creek II-IV, and Rock Creek I wind projects,
21 subject to the following:
22 PacifiCorp will file an attestation that Gateway South
23 and Gateway West Transmission projects are in service
24 prior to the rate effective date;

1 Suspended/cancelled projects are removed from rate base,
2 reducing the revenue requirement by $700 thousand; and
3 0 Parties reserve the right to review and provide
4 recommendations to the Commission in the Company' s next
5 general rate case on the recovery of capital costs
6 associated with the transmission level line extension
7 for Project Specialized (Oregon) .
8 C. NPC and the ECAM
9 Q. Does the Stipulation specify the base amounts for the ECAM?
10 A. Yes . The Parties recommend as part of the overall
11 Stipulation that the Commission approve the following base
12 ECAM amounts :
13 • Net Power Costs - $2, 228, 403, 177 or $36 . 66/MWh total-
14 company, $128, 240, 000 or $36 . 91 Idaho-allocated.
15 • Base Production Tax Credits - are equal to the amount
16 filed in the application at ($4 . 31) /MWh.
17 • Base Load Change Adjustment Revenue ("LCAR") -
18 $6 .29/MWh.
19 As shown in Attachment A to the Stipulation, Parties
20 agreed to three adjustments to NPC as reflected in the
21 Company' s initial filing. First, an adjustment is made for
22 emergency purchases . Second, an adjustment is made to
23 remove the Washington Climate Commitment Act allowance
24 costs consistent with the Commission' s decision in

1 Case No . PAC-E-24-05 . Finally, NPC has been updated for the
2 September 2024 Official Forward Price Curve .
3 Q. Did the Parties agree upon the sharing bands for the ECAM?
4 A. Yes . The SCAM sharing band will remain at 90 percent
5 customer/10 percent company. The Parties agree to host
6 workshops to evaluate the sharing band in the ECAM and
7 explore alternative risk sharing/incentive mechanisms
8 prior to the Company' s next general rate case .
9 Q. Did the Parties agree upon the treatment of wheeling
10 revenues?
11 A. Yes . Beginning with 2025, the ECAM will include a true-up
12 for Open Access Transmission Tariff ("OATT") wheeling
13 revenues . The amount of wheeling revenues in base rates is
14 $188, 219, 298 total company, $10, 331, 275 ($2 . 97/MWh) Idaho
15 allocated. The wheeling revenue true-up will be subject to
16 the ECAM sharing band.
17 D. Catastrophic Fire Fund, Excess Liability Premium Costs,
18 and the Insurance Cost Adjustment
19 Q. Did the Stipulation address the Catastrophic Fire Fund,
20 excess liability insurance premium costs, and the Company' s
21 proposed Insurance Cost Adjustment ("ICA") ?
22 A. Yes . With respect to the Catastrophic Fire Fund, the
23 Company has agreed to withdraw this proposal but reserves
24 the right to propose the fund in a future proceeding. With
25 respect to the excess liability insurance premium costs,

1 the Parties agree that these costs are set at $9, 806, 312
2 (Idaho allocated) . Excess liability insurance premium
3 costs above or below the amount in base rates will be
4 tracked separately and prudently incurred insurance costs
5 above the amount in base rates will be amortized in the
6 Company' s next general rate case . The deferral will be
7 reevaluated when the Company files its next rate case in
8 conjunction with any potential insurance mechanism.
9 Finally, with respect to the ICA, excess liability
10 insurance premium costs of $9, 806, 312 and amortization of
11 $2, 605, 627 of annual deferred premium amortization
12 ($12, 411, 639 in total) will be recovered through the ICA
13 but the surcharge will not be a separate line item on
14 customer bills . Beginning January 1, 2025, the ICA clause
15 revenues will be spread in the manner proposed in the
16 Company' s initial filing, based on a percentage of overall
17 revenues .
18 E. Voluntary Renewable Energy Credit Option Tariff
19 Q. Did the Parties reach agreement on the Company' s proposed
20 Voluntary Renewable Energy Credit Option Tariff ("REC
21 Program") ?
22 A. Yes . The Parties agree to the implementation of the
23 Voluntary Renewable Energy Credit Option Tariff provided
24 that future changes to the Renewable Energy Credit Option
25 Program Percentage, as defined in the Direct Testimony of

1 Company witness Craig M. Eller, be approved by the
2 Commission. The Company will also include its annual
3 generation from hydro, wind, solar, geothermal, biogas,
4 and biomass as a percentage of total system generation in
5 its annual RRA filing. Finally, REC revenues being held
6 for return to non-participants will be held in a deferral
7 account earning the Commission approved customer deposit
8 rate .
9 F. Pricing and Cost of Service
10 Q. Does the Stipulation include a comprehensive agreement on
11 pricing and cost of service issues among the Parties?
12 A. Yes . The Parties have agreed on pricing and cost of service
13 parameters for the stipulated revenue requirement, which
14 are described below. The estimated rate spread and rates
15 calculated using these parameters are reflected in
16 Attachment B to the Stipulation.
17 Q. Please describe the Parties' agreement on rate spread for
18 the overall net rate increase.
19 A. Parties agree that rate spread will be established using
20 the Company' s proposed class cost of service study included
21 in its initial filing on May 31, 2024, subject to a cap of
22 110 percent of the overall average base rate increase with
23 a floor of zero percent price change for all classes . The
24 cap and floor percentage allocations will be applied to
25 the base rate increase prior to the application of the ICA

1 and ECAM rate changes identified above .
2 Q. Have the Parties reached an agreement on residential rate
3 design?
4 A. Yes . The Parties resolved all issues on residential rate
5 design by agreeing to the following:
6 • Parties agree that the Schedule 1 and Schedule 36
7 Customer Service Charges will continue to increase
8 according to the timing specified in the Residential
9 Rate Modernization Plan (Case No. PAC-E-22-15) with
10 commensurate decreases in Energy Charges on June 1 each
11 year of the plan; and
12 Parties agree that Schedule 1 Energy Charges will
13 maintain the present 17 percent differential in tiers in
14 both seasons .
15 Q. Did the Parties also resolve rate design issues for non-
16 residential customers?
17 A. Yes . The Parties agreed to the following changes from
18 PacifiCorp' s filed case for rate design for non-
19 residential rate schedules:
20 The Company' s proposed rate design will be used for rate
21 schedules other than Schedule 1 and Schedule 36;
22 The Company' s proposal to update time of use periods and
23 replace demand charges with time-varying seasonal energy
24 charges will apply to Schedules 35 and 35A;
25 Schedule 24 should be eliminated; and

I A 30, 000 kW load limit will apply for Schedules 6, 6A,
2 23, and 23A.
3 Q. Did Parties agree to tariff rule changes?
4 A. Yes . The Parties agree that the Company' s proposed tariff
5 rule changes as described in the Direct Testimony of
6 Company witness Robert M. Meredith be approved,
7 specifically:
8 The additional language, as shown on page 74 of Exhibit
9 No . 58 attached to the Direct Testimony of Company
10 witness Meredith, to the Rule 3 - Electric Service
11 Agreements tariff to clarify that Customers assume
12 contract minimum bills as a condition of service when
13 assuming an existing point of delivery; and
14 The revisions, as shown on pages 75 through 77 of Exhibit
15 No . 58 attached to the Direct Testimony of Company
16 witness Meredith, to the Rule 12 - Line Extension tariff
17 to change the Company' s definition of extension Limits,
18 and require that customers requiring more than 1, 000
19 kilovolt-amperes ("kVA") must pay their line extension
20 advance prior to the start of construction.
21 G. Stay-Out Provision
22 Q. Did the Company agree to a rate case stay out provision?
23 A. Yes . The Company will not file a general rate case with
24 new rates effective before January 1, 2027 . However, as
25 part of this agreement, Parties have agreed that in lieu

1 of filing a general rate case in 2025, PacifiCorp will be
2 allowed to record as a regulatory asset the depreciation
3 expense and return on for Rock Creek II wind facility until
4 the next general rate case .
5 Q. What is the Rock Creek II wind project?
6 A. Rock Creek II is a 400 megawatt wind project selected as a
7 build-transfer agreement in the 2020 All-Source Request
8 for Proposals and is in construction by Invenergy with an
9 expected in-service date in September 2025 .
10 As provided in the agreement, PacifiCorp will be
11 allowed to defer the depreciation expense and return on
12 Rock Creek II wind facility in a regulatory asset account,
13 with recovery and amortization to be determined in the
14 Company' s next general rate case filing. During the
15 deferral period NPC and production tax credit benefits will
16 flow through ECAM but will be tracked and subject to offset
17 any disallowances on recovery of the Rock Creek II
18 deferral . Calculation of the NPC benefits can be addressed
19 at the time PacifiCorp seeks recovery of the deferral
20 H. Additional Terms
21 Q. Did the Parties reach agreement regarding certain costs as
22 part of the Stipulation?
23 A. Yes . The Parties agreed that Western Resource Adequacy
24 Costs/Committee of State Regulatory costs will be deferred
25 for later recovery once benefits are realized. The Parties

1 also agreed that the Intervenor funding balance will be
2 amortized over four years at $10, 000 per year.
3 Q. Did Parties reach agreement on holding workshops prior to
4 the next filed general rate case?
5 A. Yes . Specifically, the Parties agreed that prior to the
6 next general rate case:
7 The Company and interested parties will hold workshops
8 on the Company' s risk management/hedging practices; and
9 • The Company will hold a workshop with Staff and other
10 interested parties to evaluate weather normalization
11 methods of consumption .
12 Q. Did the Company agree to perform a study as part of the
13 Stipulation?
14 A. Yes . The Company will perform a study, prior to filing the
15 next general rate case, on the costs and revenues
16 associated with transmission level voltage line extensions
17 serving very large individual customers who signed
18 agreements (in 2020 or later) with the Company for a load
19 request of 25 megawatts or greater. The study should review
20 FERC rules, state tariffs and Company policies that govern
21 how costs and revenues are situs assigned or system
22 allocated; analyze how those rules were applied to existing
23 projects; and analyze how costs and revenues might shift
24 under different allocation principles .

1 Q. Finally, did the Company agree to allow representatives of
2 PIIC and IIPA to attend its ongoing workshops addressing
3 wildfire risk regulatory mechanisms?
4 A. Yes . Since September 2023, the Company has been holding
5 workshops with stakeholders across its six jurisdictions
6 to discuss the impacts of wildfire risks on costs,
7 including insurance, and the mechanisms that can address
8 the adverse impacts of these costs on the Company and its
9 customers . PIIC and IIPA will be allowed to have
10 representation in the Wildfire Insurance Working Group
11 subject to executing the Wildfire Insurance Working Group
12 nondisclosure agreement .
13 I . General Terms
14 Q. If the Commission rejects any part of the Stipulation, are
15 the Parties entitled to reconsider their participation in
16 the Stipulation?
17 A. Yes . The Parties have negotiated the Stipulation as an
18 integrated document . If the Commission rejects all or any
19 material portion of the Stipulation or imposes additional
20 material conditions, any of the Parties are entitled to
21 withdraw from the Stipulation .
22 Q. Are the agreements reflected in the Stipulation binding on
23 the Parties in future proceedings?
24 A. No . The Parties agree that by entering into the
25 Stipulation, no Party approved, admitted, or consented to

1 the facts, principles, methods, or theories employed by
2 any other Party in arriving at the terms of this
3 Stipulation, other than those specifically identified and
4 resolved in the body of the Stipulation. The Stipulation
5 addresses the reasonableness of the costs in rates for the
6 test period and the Parties agree that no provision of the
7 Stipulation is appropriate for resolving issues for future
8 periods or proceedings, except as specifically identified
9 in the Stipulation.
10 V. REASONABLENESS OF THE STIPULATION
11 Q. What is the basis for the Stipulation?
12 A. The Stipulation is the culmination of extensive work by
13 all Parties to review the Application, submit discovery,
14 evaluate positions, and participate in intensive
15 settlement discussions . Parties had multiple settlement
16 conferences and resolved their differences incrementally
17 through dialogue and negotiations .

19 A. The Stipulation represents a reasonable compromise of the
20 numerous and complex issues raised in this case for many
21 reasons, including, but not limited to the fact that the
22 Stipulation:
23 • an overall base rate increase of $57 . 94 million or 16 . 8
24 percent, a reduction from the 26 . 8 percent increase
25 PacifiCorp initially sought;

2 extending the recovery the ECAM deferral balances as I

7 • resolves pricing and cost of service issues in a manner
8 that is fair to all customer classes;
9 • permits development of additional information and
10 analysis to inform decisions on issues relevant to this
11 case in future filings;
12 • outlines a collaborative process to review potential
13 changes to the SCAM; and
14 • imposes a rate-case stay-out that will provide price
15 stability for customers by precluding another general
16 rate change before January 1, 2027 .
17 While the above list is not an exhaustive description of
18 every term in the Stipulation, the compromises on the
19 remaining issues are fair, just and reasonable .

Electric Service Agreements
1. APPLICATION FOR SERVICE
Each Applicant for electric service may be required to sign the Company's standard application for
electric service or a contract before service is supplied by the Company. For electric service in large
quantity or under special conditions, the Company may require a suitable written agreement or
contract. No such agreement, contract or any modification thereof shall be binding upon the
Company until executed by its duly authorized representative. Executed agreements and contracts
shall be to the benefit of and be binding upon the heirs, administrators, executors, successors in
interest and assigns of the Customer and Company.
In any case where two or more parties join in one application for electric service, such parties shall
be jointly and severally liable. Only one bill shall be rendered for electric service unless specifically
contracted otherwise.
When a change of customer occurs, notice of such change must be given to Company prior to the
date of such change. The outgoing Customer will be held responsible for all service supplied at the
location until such notice has been received by Company.
Transfer of service requires that the person to whom the service is to be transferred make application
to the Company, qualify as a Customer and agree to assume responsibility for the billing for service,
including minimums, from that date forward.
An Applicant's service may be connected after normal office hours as described in Schedule 300,
provided the conditions shown under Rule 25 2. (c ) are met and the Applicant pays the charge as
specified in Schedule 300.
2. IMPLIED SERVICE AGREEMENT
In the absence of a signed application, agreement or contract, the delivery of electric service by the
Company and the acceptance thereof by the Customer shall be deemed to constitute an agreement or
contract between the Customer and the Company.

(c) Engineering Costs -- (continued)
If the Applicant or Customer requests changes that require additional estimates, they must
advance the Company's estimated Engineering Costs, but not less than the minimum
specified in Schedule 300 for each additional estimate. The Company will not refund or
credit this payment.
(d) Extension -- A branch from, or a continuation of, a Company owned transmission or
distribution line where a line has not been removed, at customer request, within the last five
(5) years. An extension may be single-phase, three-phase, a conversion of a single-phase
line to a three-phase line,the provision of additional capacity in existing lines, substations or
other facilities, or addition of new distribution or transmission facilities. The Company will
own, operate and maintain all Extensions made under this regulation.
(e) Extension Allowance -- The Extension Allowance is the portion of the Extension that the
Company provides or allows without cost to the Applicant. The portion will vary with the
class of service that the Applicant requests and the Applicant's total load request, and is the
lesser of. the maximum potential extension allowance; or the Extension Cost. The
Extension Allowance does not include costs resulting from: additional voltages; duplicate
facilities; additional points of delivery; or any other Applicant requested facilities that add
to, or substitute for, the Company's standard construction methods or preferred route. An
Extension Allowance will be provided only if the Company has reasonable assurance as to
the permanent continuation of required revenue. The Extension Allowance is not available
to customers receiving electric service under special pricing contracts.
(f) Extension Costs -- Extension Costs are the Company's total costs for constructing an
Extension using the Company's standard construction methods, including services,
transformers and meters, labor,materials and overheads.
(g) Extension Limits -- The provisions of this regulation apply to Line Extensions that require
standard construction and will produce sufficient revenues to cover the ongoing costs
associated with them. The Company will construct Line Extensions with special
requirements or limited revenues under the terms of special contracts.
Examples of special requirements include, but are not limited to, unusual costs incurred for
obtaining rights-of-way, overtime wages,use of special equipment and facilities, accelerated
work schedules to meet the applicant's request,or non-standard construction requirements.
Examples of limited revenues include, but are not limited to,jobs where the line extension
cost is high relative to the revenue, speculative loads and service to loads that will not have
permanent ongoing revenue.

(e) Underground Extensions
The Company will construct underground Extensions when requested by the Applicant or if
required by local ordinance or conditions. In addition to the requirements of the preceding
sections, the Applicant must provide, at their expense, all trenching and backfilling,
imported backfill material, conduits, and equipment foundations that the Company requires
for the Extension.
For conversion of any existing overhead facilities to underground, the terms of Section 6.
Relocation or Replacement of Facilities apply.
3. NONRESIDENTIAL EXTENSIONS
Applicant loads of a speculative nature or of questionable permanency either in duration or size of
load that exceed the Company's engineering loading limits for one circuit at the local primary
distribution voltage shall take delivery at the locally available transmission voltage (at or above
46,000 volts).
(a) Extension Allowances—Delivery at 46,000 Volts and above
The Company will grant Customers taking service at 46,000 volts or greater an extension
allowance of the meter, current transformers and potential transformers necessary to
measure the Customer's usage. Other than the extension allowance, the Customer is subject
to the same Extension provisions as a Customer who takes service at less than 46,000 volts.
(b) Extension Allowances—Delivery at less than 46,000 Volts
(1) Less than 1,000 kVA
The Company will grant Nonresidential Applicants requiring less than 1,000 kVA
an Extension Allowance equal to nine (9) times the estimated average monthly
revenue the Applicant will pay the Company. The Applicant must advance the costs
exceeding the Extension Allowance prior to the start of construction.
The Company may require the Customer to pay a Contract Minimum Billing for
five (5)years. Remote Service customers must pay a Contract Minimum Billing for
as long as service is taken, but in no case less than five (5) years, nor more than 30
years.
(2) 1,000 kVA or Greater,but less than 25,000 kVA
The Company will grant Nonresidential Applicants requiring 1,000 kVA or greater,
but less than 25,000 WA, an Extension Allowance equal to nine (9) times the
estimated average monthly revenue the Applicant will pay the Company. The
Applicant must advance the costs exceeding the Extension Allowance prior to the
start of construction.

operations, plant expansion or equipment additions, exceeds 30,000 kW. In this latter case, a maximum
power requirement in excess of 30,000 kW shall be deemed to exist when a Customer's maximum power
requirement exceeds 30,000 kW in at least three (3) months of any continuous period of six (6) successive
months.

Power Factor:
This rate is based on the Customer maintaining at all times a power factor of 85% lagging,
or higher, as determined by measurement. If the average power factor is found to be less
than 85% lagging, the Power as recorded by the Company's meter will be increased by 3/4
of 1%for every 1%that the power factor is less than 85%.
Voltage Discount:
Where Customer takes service from Company's available lines of 2300 volts or higher and
provides and maintains all transformers and other necessary equipment, the voltage discount
based on measured Power will be:
$0.65 per kW for all kW of Power
Minimum Bill:
The Customer Service Charge.
POWER: The kW as shown by or computed from the readings of Company's Power meter for the
15-minute period of Customer's greatest use during the month,determined to the nearest kW.
SEASONAL SERVICE: Service for annually recurring periods of seasonal use where service is
normally discontinued or curtailed during a part of the year may be contracted for under this Schedule under
either of the following conditions:
(a) Customer may contract for service under this Schedule on a year-round basis paying for all
service, including transformer losses where applicable, under the rates set forth under
"Monthly Bill" above including the monthly minimum bill during those months service is
curtailed or is not utilized in the Customer's operation.
(b) Customer may contract for seasonal service under this Schedule with a net minimum
seasonal payment as follows:
$ 540.00 plus Power and Energy Charges for Customer taking service at less than
2300 volts and
$ 1,608.00 plus Power and Energy Charges for Customer taking service at 2300 volts
or higher.

efficient storage or shipment and irrigation pumping.
Contiguous parcels land under single-ownership or leasehold shall be considered to be one Farm and
noncontiguous parcels of land under single-ownership or leasehold shall be considered as one Farm unit
when operated as a single Farm,unless demonstrated otherwise by the owner or lessee of the parcels.
A number of factors shall determine whether contiguous or noncontiguous parcels constitute one or
more Farms. These factors shall include,but are not limited to:

--operating practices
--distance between parcels
--custom in the trade
--billing treatment by the utility
Operators of Farms may be required to certify to the utility all irrigation accounts, including

Customer by the Company in accordance with Electric Service Regulation No. 9. An advance may be
required under any of the following conditions:
(1) the Customer failed to pay all amounts owed to the Company when due and
payable;
(2) the Customer paid an advance the previous season that did not adequately cover
bills for the entire season and the Customer failed to pay any balance owing by the
due date of the final billing issued for the season.

APPLICATION: This Schedule is for alternating current, single or three-phase electric service
supplied at Company's available voltage through one metering installation at a single point of delivery for all
service required on the premises. Service under this Schedule is limited to a maximum power requirement of
30,000 kW. When a Customer's load reaches a level in excess of 30,000 kW, continued service will require
special contract arrangements; provided, however, that special contract arrangements will not be required in
those cases where electric service is being supplied by Company under this Schedule to operations existing as
of the effective date of this Schedule which,because of emergency conditions, or which on sporadic occasions
only, may exceed 30,000 kW. This Schedule is not available to new loads in excess of 30,000 kW nor to
existing operations whose maximum power requirement, because of increased operations, plant expansion or
equipment additions, exceeds 30,000 kW. In this latter case, a maximum power requirement in excess of
30,000 kW shall be deemed to exist when a Customer's maximum power requirement exceeds 30,000 kW in at

Minimum Bill:
The Customer Service Charge
POWER: The kW as shown by or computed from the readings of the Company's Power meter for
the 15-minute period of Customer's greatest use during the month,determined to the nearest kW.
SEASONAL SERVICE: Service for annually recurring periods of seasonal use where service is
normally discontinued or curtailed during a part of the year may be contracted for under this Schedule under
either of the following conditions:
(a) Customer may contract for service under this Schedule on a year-round basis paying for all
service, including transformer losses where applicable, under the rates set forth under
"Monthly Bill" above including the monthly minimum bill during those months service is
curtailed or is not utilized in the Customer's operations.
(b) Customer may contract for seasonal service under this Schedule with a net minimum seasonal
payment as follows:
$252.00 plus Energy Charges for Customer taking service at less than 2,300 volts and
$672.00 plus Energy Charges for Customer taking service at 2,300 volts or higher.

CONTRACT PERIOD: One year or longer.
SPECIAL CONDITION: Domestic use means all usual residential, apartment, seasonal dwelling,
and mobile home court use including domestic water pumping. Farm use means all usual farm electrical loads
for raising of crops, livestock or pasturage and includes primary processing necessary for safe and efficient
storage or shipment and irrigation pumping.
Contiguous parcels of land under single-ownership or leasehold shall be considered to be one Farm
and noncontiguous parcels of land under single-ownership or leasehold shall be considered as one Farm unit
when operated as a single Farm,unless demonstrated otherwise by the owner or lessee of the parcels.
A number of factors shall determine whether contiguous or noncontiguous parcels constitute one or
more Farms. These factors shall include,but are not limited to:

-- use
-- ownership
-- control
-- operating practices
-- distance between parcels
-- custom in the trade
-- billing treatment by the utility
Operators of Farms may be required to certify to the utility all irrigation accounts, including
horsepower rating.
Customers who feel they meet the definitions of a Farm will have to make application with the
Company for review. If Customer application is denied by the Company, the Customer may appeal the
decision to the Idaho Public Utilities Commission.

month as previously defined, adjusted for Power Factor as specified, determined to the nearest kW.
Power Factor: This rate is based on the Customer maintaining at all times a Power factor of 85%
lagging, or higher, as determined by measurement. If the average Power factor is found to be less than 85%
lagging the Power as recorded by the Company's meter will be increased by 3/4 of 1% for every 1%that the
Power factor is less than 85%.
Voltage Discount: Where Customer takes service from Company's available lines of 2,300 volts or
higher and provides and maintains all transformers and other necessary equipment, the voltage discount
based on highest measured Power during the billing cycle will be:
$0.84 per kW
Minimum: Customer Service Charge plus applicable Demand and Energy charges.

when operated as a single Farm,unless demonstrated otherwise by the owner or lessee of the parcels.
A number of factors shall determine whether contiguous or noncontiguous parcels constitute one or
more Farms. These factors shall include,but are not limited to:

Electric Service Agreements
1. APPLICATION FOR SERVICE
Each Applicant for electric service may be required to sign the Company's standard application for
electric service or a contract before service is supplied by the Company. For electric service in large
quantity or under special conditions, the Company may require a suitable written agreement or
contract. No such agreement, contract or any modification thereof shall be binding upon the
Company until executed by its duly authorized representative. Executed agreements and contracts
shall be to the benefit of and be binding upon the heirs, administrators, executors, successors in
interest and assigns of the Customer and Company.
In any case where two or more parties join in one application for electric service, such parties shall
be jointly and severally liable. Only one bill shall be rendered for electric service unless specifically
contracted otherwise.
When a change of customer occurs, notice of such change must be given to Company prior to the
date of such change. The outgoing Customer will be held responsible for all service supplied at the
location until such notice has been received by Company.
Transfer of service requires that the person to whom the service is to be transferred make application
to the Company, qualify as a Customer and agree to assume responsibility for the billing for service,
including minimums, from that date forward.
An Applicant's service may be connected after normal office hours as described in Schedule 300,
provided the conditions shown under Rule 25 2. (c ) are met and the Applicant pays the charge as
specified in Schedule 300.
2. IMPLIED SERVICE AGREEMENT
In the absence of a signed application, agreement or contract, the delivery of electric service by the
Company and the acceptance thereof by the Customer shall be deemed to constitute an agreement or
contract between the Customer and the Company.

(c) Engineering Costs -- (continued)
If the Applicant or Customer requests changes that require additional estimates, they must
advance the Company's estimated Engineering Costs, but not less than the minimum
specified in Schedule 300 for each additional estimate. The Company will not refund or
credit this payment.
(d) Extension -- A branch from, or a continuation of, a Company owned transmission or
distribution line where a line has not been removed, at customer request, within the last five
(5) years. An extension may be single-phase, three-phase, a conversion of a single-phase
line to a three-phase line,the provision of additional capacity in existing lines, substations or
other facilities, or addition of new distribution or transmission facilities. The Company will
own, operate and maintain all Extensions made under this regulation.
(e) Extension Allowance -- The Extension Allowance is the portion of the Extension that the
Company provides or allows without cost to the Applicant. The portion will vary with the
class of service that the Applicant requests and the Applicant's total load request, and is the
lesser of. the maximum potential extension allowance; or the Extension Cost. The
Extension Allowance does not include costs resulting from: additional voltages; duplicate
facilities; additional points of delivery; or any other Applicant requested facilities that add
to, or substitute for, the Company's standard construction methods or preferred route. An
Extension Allowance will be provided only if the Company has reasonable assurance as to
the permanent continuation of required revenue. The Extension Allowance is not available
to customers receiving electric service under special pricing contracts.
(f) Extension Costs -- Extension Costs are the Company's total costs for constructing an
Extension using the Company's standard construction methods, including services,
transformers and meters, labor,materials and overheads.
(g) Extension Limits -- The provisions of this regulation apply to Line Extensions that require
standard construction and will produce sufficient revenues to cover the ongoing costs
associated with them. The Company will construct Line Extensions with special
requirements or limited revenues under the terms of special contracts.
Examples of special requirements include, but are not limited to, unusual costs incurred for
obtaining rights-of-way, overtime wages,use of special equipment and facilities, accelerated
work schedules to meet the applicant's request,or non-standard construction requirements.
Examples of limited revenues include, but are not limited to,jobs where the line extension
cost is high relative to the revenue, speculative loads and service to loads that will not have
permanent ongoing revenue.

(e) Underground Extensions
The Company will construct underground Extensions when requested by the Applicant or if
required by local ordinance or conditions. In addition to the requirements of the preceding
sections, the Applicant must provide, at their expense, all trenching and backfilling,
imported backfill material, conduits, and equipment foundations that the Company requires
for the Extension.
For conversion of any existing overhead facilities to underground, the terms of Section 6.
Relocation or Replacement of Facilities apply.
3. NONRESIDENTIAL EXTENSIONS
Applicant loads of a speculative nature or of questionable permanency either in duration or size of
load that exceed the Company's engineering loading limits for one circuit at the local primary
distribution voltage shall take delivery at the locally available transmission voltage (at or above
46,000 volts).
(a) Extension Allowances-Delivery at 46,000 Volts and above
The Company will grant Customers taking service at 46,000 volts or greater an extension
allowance of the meter, current transformers and potential transformers necessary to
measure the Customer's usage. Other than the extension allowance, the Customer is subject
to the same Extension provisions as a Customer who takes service at less than 46,000 volts.
(b) Extension Allowances-Delivery at less than 46,000 Volts
(1) Less than 1,000 kVA
The Company will grant Nonresidential Applicants requiring less than 1,000 kVA
an Extension Allowance equal to nine (9) times the estimated average monthly
revenue the Applicant will pay the Company. The Applicant must advance the costs
exceeding the Extension Allowance prior to the start of construction.
The Company may require the Customer to pay a Contract Minimum Billing for
five (5)years. Remote Service customers must pay a Contract Minimum Billing for
as long as service is taken, but in no case less than five (5) years, nor more than 30
years.
(2) 1,000 kVA or Greater,but less than 25,000 kVA
The Company will grant Nonresidential Applicants requiring 1,000 kVA or greater,
but less than 25,000 WA, an Extension Allowance equal to nine (9) times the
estimated average monthly revenue the Applicant will pay the Company. The
Applicant must advance the costs exceeding the Extension Allowance prior to the
start of construction.. Fifty Percent of the advanee is-due when the-centmet is
exeetited with the remaining balanee due upon eempletieft of the Ex4efision.

service, including transformer losses where applicable, under the rates set forth under
"Monthly Bill" above including the monthly minimum bill during those months service is
curtailed or is not utilized in the Customer's operation.

when operated as a single Farm,unless demonstrated otherwise by the owner or lessee of the parcels.
A number of factors shall determine whether contiguous or noncontiguous parcels constitute one or
more Farms. These factors shall include,but are not limited to:

-- custom in the trade
--billing treatment by the utility
Operators of Farms may be required to certify to the utility all irrigation accounts, including

Voltage Discount:

Minimum Bill:

SPECIAL CONDITION: Domestic use means all usual residential, apartment, seasonal dwelling,

for raising of crops, livestock or pasturage and includes primary processing necessary for safe and efficient
storage or shipment and irrigation pumping.
Contiguous parcels of land under single-ownership or leasehold shall be considered to be one Farm
and noncontiguous parcels of land under single-ownership or leasehold shall be considered as one Farm unit
when operated as a single Farm,unless demonstrated otherwise by the owner or lessee of the parcels.
A number of factors shall determine whether contiguous or noncontiguous parcels constitute one or
more Farms. These factors shall include,but are not limited to:

-- use
-- ownership
-- control
-- operating practices
-- distance between parcels
-- custom in the trade
-- billing treatment by the utility
Operators of Farms may be required to certify to the utility all irrigation accounts, including
horsepower rating.
Customers who feel they meet the definitions of a Farm will have to make application with the
Company for review. If Customer application is denied by the Company, the Customer may appeal the
decision to the Idaho Public Utilities Commission.

POWER: The On-Peak kW shall be the kW as shown by or computed from the readings of Company
Power meter for the 15-minute period of Customer's greatest use during the On-Peak periods during the
month as previously defined, adjusted for Power Factor as specified, determined to the nearest kW.
Power Factor: This rate is based on the Customer maintaining at all times a Power factor of 85%
lagging, or higher, as determined by measurement. If the average Power factor is found to be less than 85%
lagging the Power as recorded by the Company's meter will be increased by 3/4 of 1% for every 1% that the
Power factor is less than 85%.
Voltage Discount: Where Customer takes service from Company's available lines of 2,300 volts or
higher and provides and maintains all transformers and other necessary equipment, the voltage discount
based on highest measured Power during the billing cycle will be:
$0.84 per kW
Minimum: Customer Service Charge plus applicable Demand and Energy charges.
