My only comment is that after their improvements to date, our water has lower pressure, more discoloration, and awful taste. Before their"improvements", we had water from that tap that tasted as good as natural spring water. Now my neighbors and I have made investments of our own to purchase filtration systems to clean the water that Veolia is supplying us. I am astonished and angry that our public utility has failed us so badly by allowing Veolia to provide awful water at sky-high prices. I hope that someone will hold them accountable to fix the problem. If the past is any indication of the future,then more money for Veolia will make the water even worse. I believe the rate increase should be denied. Improvements to the infrastructure appear to have been taken by the utility without pre- approval or comment. Items noted that were improved fall in the realm of standard improvements that a utility should do already while maintaining the same rates. Furthermore, if a rate increase was desired for improvements then that request should have come before the improvements were made, not after. It doesn't make sense to spend money on improvements and then ask someone else to pay for them, by contrast allowing public comment before the improvements to ascertain whether people would accept a rate increase for the improvements would at ensure that there was support for the increase and the improvements. Standard improvements to a system to ensure the safety and quality of the infrastructure should not be born by the customers. Keeping adequate infrastructure is a part of doing business as utility just as maintaining equipment would be the responsibility of a construction company to bear the cost, not the client. A 20.5% increase is simply unreasonable, and with no guarantee that the rates will decrease (if they get increased at all as a result of the claim).This allows the utility to continue to take an additional 20.5% even after the investment costs are recouped. We all know that bills don't go down so even if the increase was approved to recoup the investment cost (which I do not believe that it should be)there is no mechanism to then lower it once the costs are recouped. For these reasons, please protect the bank accounts of the customers and deny the greedy utility's rate increase. What is the current EBITDA of Veolia for the Treasure Valley market? If Veolia has been deferring maintenance while making any sort of profit,then asking to justify a 20% rate increase is just a theft of 70 million dollars from our Valley. Now they keep asking for more and more money. Everybody saw this coming. Don't let them do it. This is not part of the current discussion, but I would also like to add that our water should be brought back under local ownership and control. My wife and I are on a fixed income from Social Security. I am disabled. We can not in any way sustain all of these constant increases in our utility/water bills. Over 20% increase! Our water bills in Boise are already much higher than anyone in the Treasure Valley. We can not afford to water our lawn or grow food in our garden any longer. Everyone in our court already have let their lawns/trees/shrubs die. The water quality is so poor here (EWG reports and Veolia)that we need to purchase a water-filtering system. It is unhealthy to drink tap water. Please do not approve this very HIGH rate increase. My total water bills in 2024 were: $918.02. The rate increase is for 20.5%or$188.19 in 2025. That is a rate increase of$15.68 a month NOT the average $6.77 quoted in the information provided by Veolia. Boise water is used for yard maintenance, not water from canals; hence, our larger water bills in general. If this rate increase is necessary,why not spread the investment recovery over a longer period than two years. On the 5 Mile proj alone it took them a year to lay 1 mile of pipe in fact they were fined $100K. It does not take that long. They should reduce customer bill by 25%or a $500 credit for a year as customers had to pay for more fuel due to their delays and sub par workmanship.
