IPC-TAE-24-04. On June 1, 2023, Idaho Power Company("Company") filed Case No. IPC-E-23-11 with the Idaho Public Utilities Commission("Commission") requesting authority to increase its rates and charges for electric service to its customers in the State of Idaho and for associated regulatory accounting treatment. On December 28, 2023, the Commission issued Order No. 36042, approving a comprehensive Stipulation and Settlement("Settlement") signed by all parties to the case. The Settlement included provisions to increase the residential service charge to $10 per month on January 1, 2024, and to $15 per month on January 1, 2025. The Commission-approved increase on January 1, 2025, requires updating the Company's Fixed Cost Adjustment("FCA")baseline in Schedule 54, and requires recalculating the Fixed Cost per Customer("FCC"), FCC-Dist, the Fixed Cost per Energy("FCE") and FCE-Dist. On December 11, 2024, the Company filed a Tariff Advice in compliance with Order No. 36042 to update Schedule 54. In this case, Staff notes good cause to approve the tariff advice on fewer than 30 days' notice because the Company seeks to update the tariff based on what the Commission has previously approved in Order No. 36042. Staff reviewed the Company's proposed Schedule 54 and the recalculations shown above and determined that the Company followed the established process to recalculate the FCC, FCC- Dist, FCE, and FCE-Dist. Additionally, Staff believes the tariff advice complies with the Settlement approved in Order No. 36042. Based on its review of the Company's tariff advice and the existence of good cause, Staff recommends the Commission approve the Company's proposed Schedule 54, as filed, with an effective date of January 1, 2025.
