HomeMy WebLinkAbout20051017min.docIDAHO PUBLIC UTILITIES COMMISSION MINUTES OF DECISION MEETING OCTOBER 17, 2005 – 1:30 P.M. In attendance were Commissioners Paul Kjellander, Marsha Smith and Dennis Hansen. Commissioner Kjellander called the meeting to order. The first order of business was approval of the CONSENT AGENDA, items 1 – 3. There was no discussion. Commissioner Kjellander moved for approval of the Consent Agenda and the motion carried unanimously. The next order of business was MATTERS IN PROGRESS: Nancy Hylton’s October 14, 2005 Decision Memorandum re: Robert Sellers’ Complaint Against Idaho Power. Ms. Hylton reviewed her Decision Memo. Commissioner Hansen moved to deny the complaint because staff had verified that Mr. Sellers’ bills are technically correct. Commissioner Smith stated that she supported the motion but noted that the company’s methodology is complicated, confusing and frustrating for the customer and provides one more opportunity for customers to be angry with the company. She asked if staff had reviewed the company’s methodology before it was implemented. Ms. Hylton replied that staff had discussed it with the company but the company contended customers would be better served by its methodology, which proved to be the case in this instance because the customer was billed an extra 10 kwh at the lower rate. Commissioner Kjellander confirmed that staff would continue working with the company to see if it can make the billing easier to understand going forward. A vote was taken on the motion and it carried unanimously. Grace Seaman’s and Don Howell’s October 14, 2005 Decision Memorandum re: 2005 Idaho Telecommunications Relay Service Contract Award. Ms. Seaman reviewed her Decision Memo. Commissioner Smith made a motion to award the TRS service contract to Hamilton Telecommunications and compliment the administrator on his professional and expeditious handling of the RFP. There was no discussion. A vote was taken on the motion and it carried unanimously. The only other business before the Commission was under the heading of FULLY SUBMITTED MATTERS and Commissioner Kjellander stated the Commission would deliberate on those items privately.
