Comment: "We understand that the Subject Case is nearing completion with an Agenda item set soon
with the Commission. However,the establishment of final rules, charges, a certified "rate base", and fair
and just rates will be analyzed and decided by a subsequent general rate case. Several issues are
unresolved and will need resolution in that future rate case. Among those issues is the use of water
meters, investor rate base,contributions in aid of construction,test year expenses, and related
operational and financial issues. Below is a copy of a notice recently received by customers indicating
the Utility is moving forward with water meter installations. We want IPUC staff aware of this
development and express concern that such action needs further review during a general rate case.
Such actions and expenditures must meet the requirement of"reasonable and prudent" expenditures
and such expenditures should be considered for treatment as a required contribution in aid of
construction.

Copy of Notice to Customers for Installation of Water Meters.
"TIC Homeowners:
Beginning Monday, December 2, 2024,TIC Utilities, LLC will be installing water meters on the finished
homes within The Idaho Club. This work will be performed by Mark Graham and his team at Kootenai
Excavators over a two-week period.
For each individual home,this work should take no more than 30 minutes and will require that they shut
off the water to the home during installation. For this reason, one of their representatives will attempt
to contact homeowners who are in town just before commencing the work.
Please note that the meters will not be used for billing purposes unless and until Idaho Public Utilities
Commission approves their use and related rates.
