VPI-W-24- 02 CONVENIENCE AND ) NECESSITY CERTIFICATE NO. 552 ) Comes now,VP Inc.,pursuant to 61-526 Idaho Code,petitions the Idaho Public Utilities Commission("Commission") for an amendment to its Certificate of Convenience and Necessity No. 552 by enlarging and extending the boundary of the area in which it is authorized to provide service. We are requesting an expedited review due to a customer in need of water service to their home that is currently outside our certificated area. VP Inc.provides water service to the Hidden Lakes Subdivision and First and Second Additions 1 and 2 Bonner County Idaho. The Company currently serves 74 connections with the current potential of serving 83 or more connections. The area proposed to be served by this Application is adjacent to VP's existing certificated area and cannot be served by any other water utility.Exhibit A shows the current area serviced as outlined in Red and the proposed expansion area outlined in Black. One of the parcels in the expansion area is being subdivided into 7 parcels subject to County approval. Any main lines constructed leading to these parcels will be the obligation of the developer. The other two lots will be served with laterals from our main lines and the cost for that construction will be paid by the customers. There is not currently a timeline for the construction of these improvements but the property owners would like to secure approval of our service as soon as possible. The financial impact on the areas added will be minimal except for the construction costs when incurred and the monthly charges will not commence until the properties are developed with residential dwellings. Service to the amended service area is provided through water mains and service Lines currently in place. VP Inc.,has an adequate source of supply to provide service to the amended service area in a safe and reliable manner. VP Inc., submits that the extension of its facilities to serve the amended service area is consistent with the public convenience and necessity. DATED this 5th day of December 2024.
