CTC-T-24-01 COMPLAINANT, ) ORDER NO. 36411 V. ) ZIPLY FIBER OF IDAHO,LLC, d/b/a ZIPLY ) FIBER, ) RESPONDENT. ) On November 21, 2024, Ziply Fiber of Idaho, LLC, d/b/a Ziply Fiber("Ziply")moved the Idaho Public Utilities Commission ("Commission"), under Commission Rule of Procedure 43.031 and Idaho Bar Commission Rule ("IBCR") 227, for an Order approving the limited admission, pro hac vice, of George Baker Thomson, Jr., in this case. The Motion was signed and attested to by local counsel C. Tom Arkoosh (Idaho State Bar License No. 2253). In the Motion,Mr. Thomson certifies that he is an active member in good standing with the bar of the state of Florida and an inactive member in good standing with the bar of the state of Colorado; that he maintains the regular practice of law in Washington. He further declares that he is not an Idaho resident or licensed to practice law in Idaho. Mr. Thomson and Mr. Arkoosh certify that a copy of the Motion has been served on all other parties to this case, and that a copy of the Motion, accompanied by a $325 fee and certificate of good standing, have been submitted to the Idaho State Bar. Mr. Arkoosh acknowledges that he shall be required to attend all Commission proceedings in which Mr. Thomson appears, unless specifically excused by the Commission. COMMISSION FINDINGS The Commission has reviewed and considered the Motion and applicable rules, including IBCR 227 and Commission Rules of Procedure 19 and 43.03, IDAPA 31.01.01.019 and 043.03. Based on the filings of record and certified representations of Mr. Thomson and Mr. Arkoosh,we find that reasonable grounds have been demonstrated to justify the granting of limited 1 Commission Rule of Procedure 19 also pertains to motions for pro hac vice admission. ORDER NO. 36411 1 admission of Mr. Thomson as legal counsel for Ziply. We further find good reason to excuse the appearance of Mr. Arkoosh in further proceedings in this docket unless needed by Mr. Thomson. CONCLUSIONS OF LAW The Commission has jurisdiction in this case and over this Motion pursuant to Idaho Code, Title 61, and the Commission's Rules of Procedure, 31.01.01.000 et seq. ORDER IT IS HEREBY ORDERED that the Motion is granted; George Baker Thomson, Jr. is hereby granted limited admission as legal counsel for Ziply in Case No. CTC-T-24-01. IT IS FURTHER ORDERED that the attendance of C. Tom Arkoosh is excused from all further proceedings in Case No. CTC-T-24-01 unless needed by George Baker Thomson, Jr. DONE by Order of the Idaho Public Utilities Commission at Boise, Idaho this 4th day of December 2024.
