BOISE (Nov. 19, 2024)—The Idaho Public Utilities Commission has approved a proposed settlement between Dry Creek Water Company, LLC and commission staff that concludes a formal investigation into whether the utility should be regulated and will result in the utility coming under commission regulation. Dry Creek Water owns a water distribution system northwest of Boise and provides water to approximately 381 customers in the Dry Creek Ranch community. When fully built out, it is anticipated the utility will serve significantly more customers. Dry Creek Water is not currently regulated by the commission and does not have a certificate of public convenience and necessity. The commission will begin formally regulating Dry Creek Water on Jan. 1, 2025. This will give the utility additional time to amend corporate papers, adjust billing practices, simplify tax issues and reduce litigation risks. Commission staff involved in the investigation believe the utility's existing rates are fair,just and reasonable. Dry Creek Water agreed it would not raise customer rates until the commission issues it a certificate of public convenience and necessity in January. As part of the proposed settlement, Dry Creek Water agreed to stop providing water service to homeowners through the Dry Creek Ranch Homeowners Association and instead directly serve and bill homeowners by early November of 2024.
