SUBJECT: CASE NO. IPC-E-24-35: City of Boise Public Comments
Dear Ms. Barrios-Sanchez,
The City of Boise ("City") offers our support for Idaho Power's application to use the Energy Efficiency rider
for Northwest Energy Efficiency Alliance ("NEEA") participation. The City's clean energy transition plan,
Boise's Energy Future, identifies that 15%of the City's renewable energy goals are achieved by energy
savings from energy efficiency programs.The City has an interest in ensuring there are cost-effective
energy efficiency programs and robust participation in such programs. NEEA's regional work provides
Idaho Power with opportunities to achieve customer benefits greater than are available locally through
market transformation initiatives. In the application Idaho Power notes,"NEEA provides pooled resources,
market research,and program design in participating states,creating a greater likelihood that market
change will be regional,on a scale that manufacturers are more likely to respond to, but which Idaho
Power could not achieve on its own."Application at 3. Further,the Company's participation allows it to
influence the direction of NEEA's activities in a way that brings direct benefit to its customers, including the
City residents and businesses.
The City also considers NEEA participation to be a cost-effective approach to energy efficiency and
conservation. Especially given NEEA's responses to the Cost-Effectiveness and Evaluation Advisory
Committee ("CEAC") study discussed in the application. Nesbitt Testimony;Order 35270. NEEA made most
of the changes discussed in CEAC's evaluation.Additionally, NEEA refined its approach and integrated
multiple baselines in response to a separate third-party evaluation.The City recognizes these efforts and
commends both NEEA and IPC on continuing to improve the cost-effectiveness and impact of
participation in NEEA for 2025-2029.
The City appreciates the opportunity to comment and encourages the Commission to approve this
application.
