I am now in the category of senior citizen and am pretty appalled at the current rates. My years spent living in Murray Utah showed me that this not need be so costly. I also work as a case manager to help those less fortunate than myself and help these people apply for HEAT assistance, something I do not qualify for as I make just a smidgeon too much to qualify. I think this is inappropriate because if the cost of power generation has increased,then it stands to reason that the value of avoided power generation (i.e.,the ECR) has also increased.To be clear, this is not a request for the ECR to be equal to the energy charge to customers; it is a request for the two to increase by the same percent by default unless a change is explicitly requested and justified. My wife and I are retired and struggling to get by on Social Security. Our COLA for Social Security is not even close to keeping up with the increases asked for by Idaho Power. Further,the service provided is well below expectations. We continually have suffered through numerous power outages over the last year. I have counted eight outages of at least two hours. We normally receive no explanation as to what caused these outages. Finally, Idaho power company contracted with another company to do some line work in our subdivision, Wilderness Ranch.This company drove their equipment over my property without even visiting with me about it. In the process they ran over several young pine trees and killed them. I understand the power company needs an adequate income in order to supply us with electricity. I do not feel this adjustment is in line with current and projected inflation rates and I also feel that there is definitely room for improvement in many areas of service from Idaho Power Company. If they are heavily focused on green energy flops like windmills and distribution points like the battery bank they had catch fire last year because they bought cheap Chinese made battery banks-then they don't need to get a rate increase. Instead of wasting money on infrastructure that doesn't work as promised and generation methods that at require so much initial investment and upkeep that they can't make enough power to justify the operation and disposal costs, they need to be investing in long lasting and efficient production and distribution. Wasteful companies that make poor decisions don't deserve to burden their customers with increased rates. " ----------------------------------------------------------------------------------
