4 COMMISSIONER ANDERSON: Good morning. This is
5 the time and place for a telephonic public hearing in
6 Case No . PAC-E-24-11, also referred to as in the matter
7 of Rocky Mountain Power' s and the City of Idaho Falls '
8 joint application for approval of the Holmes Avenue asset
9 transfer agreement .
10 The purpose of this hearing is to take testimony
11 from members of the public in reference to Rocky Mountain
12 Power' s request for an asset transfer that was filed with
13 the Commission on September 4th, 2024 .
14 My name is Commissioner Eric Anderson. I am the
15 Chair of today' s proceedings . I 'm joined by Commissioner
16 Hammond and Commissioner Edward Lodge who will be
17 participating via phone . We comprise the Commission in
18 this case that will collectively make the final decision
19 as we deliberate privately at the end.
20 Today' s objective is to take telephonic public
21 hearing testimony which will be added to the underlying
22 record in the case . The Commissioners will review the
23 facts and evidence in the record to make its final
24 decisions for this proceedings .
25 As an initial matter, let ' s document for

1 purposes of the record the parties present and their
2 counsel . Let ' s begin with Staff' s representation.
3 MR. DUVALL: Thank you, President Anderson,
4 Commissioner Hammond. This is Michael Duvall
5 representing Commission Staff.
6 COMMISSIONER ANDERSON: Thank you, Mr. Duvall,
7 and for Rocky Mountain Power?
8 MR. DALLAS : Yeah, hi, this is Joe Dallas,
9 attorney on behalf of Rocky Mountain Power.
10 COMMISSIONER ANDERSON: Thank you, Mr. Dallas .
11 And for the City of Idaho Falls? They may not
12 be present this morning.
13 If we have parties on the phone, let me explain
14 the procedure and parameters of today' s hearings . We
15 will call your name and we will unmute your phone to
16 allow you to testify.
17 You will be sworn in as you would in any other
18 official court proceeding. I will ask you to identify
19 yourself for the record, which will include your name,
20 spelling your last name, address, and whether you are a
21 customer of Rocky Mountain Power.
22 When you've completed your statement, attorneys
23 for the parties will be provided an opportunity to ask
24 you questions that they may have . This prospect should
25 not be discouraged or discourage you from testifying.

1 The attorneys rarely ask questions and they' re not here
2 to intimate you, just to gather information.
3 We do use a court reporter for these hearings .
4 Today we have Connie Bucy creating an official transcript
5 for our record. Welcome, Connie .
6 Unless my colleagues find that I missed anything
7 covering this morning' s proceedings, that leads us right
8 straight to the calling of the first witness . Do we have
9 any witnesses on the phone?
10 Currently we do not have anybody wishing to
11 testify on the phone, so I believe we will take a recess
12 until 11 : 10 and we will report back at that time . Thank
13 you.

15 COMMISSIONER ANDERSON: Okay, we ' re back on the
16 record. No customers have called in and we have given
17 opportune time for people to testify if they wish to do
18 so, so at this point it ' s appropriate to adjourn, so this
19 public hearing is now adjourned. Thank you to all of
20 those who attended.
