SUBJECT: IN THE MATTER OF ROCKY MOUNTAIN POWER'S APPLICATION
FOR AUTHORITY TO INCREASE ITS RATES AND CHARGES IN
IDAHO; CASE NO. PAC-E-24-04.
On May 31, 2024, PacifiCorp dba Rocky Mountain Power ("Company") applied for
authority to increase its Idaho jurisdictional revenue requirement by $92.4 million, or
approximately 26.8 percent. Order No. 36222. The Company proposes increasing its revenue
requirement by $66.7 million, or 19.4 percent, effective January 1, 2025, with a second increase
of$25.7 million, or 7.4 percent, effective January 1, 2026.
During the Commission's October 8, 2024, decision meeting, Commission Staff("Staff')
presented a Decision Memorandum, recommending that the Commission set a customer hearing
in Pocatello, Idaho, for November 25, 2024. Although the Commission adopted Staff s
recommendation, a formal Notice of Customer Hearing was not issued. Changing circumstances,
including the progress of settlement negotiations and unfeasibility of pre-filing testimony before
the current customer hearing date, support vacating the customer hearing and establishing a new
procedural schedule for this case.
STAFF RECOMMENDATION
Staff recommends that the Commission vacate the Customer Hearing set for November
25, 2024, and issue a Notice of Scheduling establishing a December 12, 2024, Staff and
Intervenor prefile testimony deadline; a December 16, 2024, customer hearing, in Pocatello,
Idaho; a January 7, 2025, Company rebuttal testimony deadline; and a technical hearing for
January 21, 2025, through January 24, 2025.
