On September 19, 2024, Idaho Power Company submitted Tariff Advice No. IPC-
TAE-24-03, requesting "an order (1) approving the Company's proposed changes to both the
Weatherization Assistance for Qualified Customers ("WAQC") and Easy Savings programs, (2)
approving the proposed changes to Schedule 79, effective November 15, 2024, and (3)
acknowledging the Company has satisfied its compliance obligation to work with Staff and the
Community Action Partnership agencies to develop implementation and ongoing administrative
details for the WAQC and Easy Savings programs." Application at 1. The Company filed a
proposed Schedule 79 and requested a November 15, 2024, effective date.
The Commission now issues this Notice of Application,Notice of Modified Procedure,
and Notice of Suspension of Proposed Effective Date.
NOTICE OF APPLICATION
YOU ARE HEREBY NOTIFIED that the Commission will treat the Company's filing
as an Application rather than a tariff advice. See Commission Rule of Procedure 134.02.
YOU ARE FURTHER NOTIFIED that pursuant to the directives in Order No. 36042,
(the result of the Commission-approved settlement and stipulation in Case No. IPC-E-23-11), the
Company met with Staff, the Idaho Department of Health and Welfare, and Community Action
Partnership("CAP") agencies to update the implementation and administration of the WAQC and
Easy Savings programs.

YOU ARE FURTHER NOTIFIED that the Company's Application describes the
backgrounds of both programs.
YOU ARE FURTHER NOTIFIED that the Company's proposed change to the WAQC
would:"(1)eliminate the future carryover of unspent funds from year to year;(2)allow for services
rendered in the current year to be invoiced within 60 days of the start of the following year; (3)
remove the dollar limit to funds that can be transferred between CAP agencies; (4) match the
maximum annual average cost per dwelling weatherized to the DOE maximum; and (5) modify
the re-weatherization program to allow for other electric equipment, in addition to HVAC, to be
updated."Id. at 5.
YOU ARE FURTHER NOTIFIED that to improve administrative efficiency and
ensure funds are used appropriately and"in recognition that funding will be provided through the
Rider rather than base rates, the Company proposes to require the CAP agencies to invoice the
Company for payment of redeemed coupons, rather than receive payment upfront."Id. at 7. This
should eliminate the need for CAP agencies to track carryover funds and gives them access to their
full allocation, according to the Company.
YOU ARE FURTHER NOTIFIED that the Application includes a clean version of
proposed Schedule 79 and a copy of the proposed Schedule 79 in legislative form.
YOU ARE FURTHER NOTIFIED that the Company's Application and Attachments
are available for public inspection during regular business hours at the Commission's office.These
documents are also available on the Commission's website at www.puc.idaho.gov. Click on the
"ELECTRIC" icon, select "Open Cases," then click on the case number as shown on the front of
this document.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code, and all proceedings
in this matter will be conducted pursuant to the Commission's Rules of Procedure, IDAPA
31.01.01.000 et seq.

interest may not require a formal hearing in this matter, and it will review the case through written
submissions under the Commission's Rules of Modified Procedure Rules 201-204 of the Idaho

Public Utilities Commission's Rules of Procedure, IDAPA 31.01.01.201-204. The Commission
notes that Modified Procedure and written comments have proven to be an effective means for
obtaining public input and participation.
YOU ARE FURTHER NOTIFIED that persons desiring to state a position on this
Application may file a written comment explaining why they support or oppose the Application.
Persons who would like a hearing must specifically request a hearing in their written comments.
Persons shall have until November 7,2024,to file written comments. Comments must be filed
through the Commission's website or by e-mail unless computer access is unavailable. To
comment electronically,please access the Commission's website at www.puc.idaho.gov. Click the
"Case Comment Form" and complete the form using the case number as it appears on the front of
this document.
To file by e-mail,persons must e-mail the comments to the Commission Secretary and
all parties at the e-mail addresses listed below. Persons submitting a comment by e-mail must
provide their name, address, and the Case Number under which they are commenting. Persons
submitting a comment by e-mail also acknowledge that submitting a comment in an open case
constitutes a public record under Idaho Code § 74-101(13), and all information provided by such

YOU ARE FURTHER NOTIFIED that the Company must file any reply comments no
later than November 15, 2024.
YOU ARE FURTHER NOTIFIED that if no written comments or protests are received
within the time limit set,the Commission will consider this matter on its merits and enter its order
without a formal hearing. If written comments are received within the time limit set, the
Commission will consider them and, in its discretion, may set the same for formal hearing.
NOTICE OF SUSPENSION OF PROPOSED EFFECTIVE DATE
YOU ARE FURTHER NOTIFIED that the Company requested a November 15, 2024,
effective date. The Commission finds that the proposed effective date does not provide adequate
time for Commission Staff and interested persons to evaluate the Company's proposal. Pursuant
to Idaho Code § 61-622, the Commission suspends the changes proposed in the Application until
December 1, 2024, or until the Commission enters an order accepting, rejecting, or modifying the
proposed changes.
ORDER
IT IS HEREBY ORDERED that the Commission will treat the Company's Tariff
Advice No. IPC-TAE-24-03 as an Application. See Commission Rule of Procedure 134.02.
IT IS FURTHER ORDERED that the Company's Application be processed by
Modified Procedure, Rules 201-204. Persons interested in submitting written comments must do
so no later than November 7, 2024. The Company must file any reply comments no later than
November 15, 2024.
IT IS FURTHER ORDERED that the Company's proposed effective date for changes
to Schedule 79 is suspended until December 1, 2024, pursuant to Idaho Code § 61-622(4), unless
the Commission issues and earlier order accepting, rejecting, or modifying the Application.
IT IS FURTHER ORDERED that parties comply with Order No. 35375, issued April
21, 2022. Generally, all pleadings should be filed with the Commission electronically and will be
deemed timely filed when received by the Commission Secretary.See Rule 14.02. Service between
