IDAPA 31.41.01 -Customer Relations Rules for Telephone Corporations Providing Services in Idaho Sub-
ject to Customer Service Regulation by the Idaho Public Utilities Commission (The Telephone
Customer Relations Rules)(ZBR Chapter Rewrite)-Proposed Rule(Docket No. 31-4101-2401)
Summary and Stated Reasons for the Rule
The Idaho Public Utilities Commission submits notice of proposed rulemaking related to telephone cus-
tomer relations, IDAPA 31.41.01. The Commission states the proposed rule changes are consistent to the
Governor's Zero-Based Rulemaking initiative. The Commission states that the goal is to perform a critical and
comprehensive review of the entire chapter in an attempt to reduce overall regulatory burden, streamline vari-
ous provisions, and increase clarity and ease of use. The proposed rule changes primarily removes unnecessary
language and revises language for readability.
Negotiated Rulemaking / Fiscal Impact
The Commission states that negotiated rulemaking was conducted and noticed was published in the Au-
gust 7, 2024, Idaho Administrative Bulletin, Volume 24-8, pages 187-188. The Commission also states that
there are no fees associated with this rulemaking and that there is no fiscal impact to the General Fund.
Statutory Authority
The Idaho Public Utilities Commission appears to have the authority to promulgate the proposed rule
pursuant to Title 61, Chapters 1-7, Idaho Code.
