Subject: Aspen Creek Meadows Water Rate Increase
I live in Aspen Creek Meadows and have been here since 2007.
It is interesting that this is the first I have heard of finance issues with the water supplier. Given the
amount of the increase desired the issues must be severe. I would think the severity should have been
communicated to the customers prior to now. It is also surprising that the rate increase was applied for in
August of this year and the customer's were only notified on a mailed letter dated the 9th of October. If I
read the information supplied online, there is a deadline of the 4th of October. I am not sure what that
means. It sounded like it's a deadline for participation in the case process.
The amount of increase should be based on need. I could not find the spreadsheet so I can't comment
on the extent of the need. If the purpose is to recover costs in the past considering there was no
communication of an issue, not sure this is reasonable. I consider Bart and Kami to be very reasonable
and fair people, so my belief is that this has been an oversight on their part.
I also believe this is a business and the owners are entitled to earn a profit.
Who makes the decision on what is reasonable? Since we do not have a choice of supplier there must
be some rules on rate increases. I would imagine that public utilities that supply water have some
limitations on rate increases. What is the avenue of communicating the answers to the questions that are
raised in these letters?
My last question is why this is an unmetered system, and who makes that decision. I use very little water
and many neighbors have large green lawns. I think we all need to pay for the water we use. Now that
the rates are going up, it is time for the meters to be used.

Dear Idaho Public Utilities Committee,
I have reviewed your proposed Connection Charge. I oppose this assessment. I own a raw piece of
ground and have no plans to develop in the near future. I do not believe my lot should be assessed this
connection charge until there is a home built on the property. I would not be using this service.
Again, I completely oppose this proposed Connection Charge.
