Inspection Summary
Audit consisted of inspecting Intermountain Gas Company's Distribution Integrity Management plan (DIMP)
against PHMSA Inspector Assistant (IA)question set, 49 CFR Part 192. This audit was performed by Idaho
Public Utilities Commission's Pipeline safety inspectors virtually in a Teams meeting. The Distribution
Integrity Management Plan was audited together by all inspectors and will submit audit reports,form and
letters as required by their state.
Feb 25, Mar 4, 2021: (3.5 DIMP Prep)
Prepared for the DIMP Audit of Intermountain Gas Company. Reviewed company DIMP plan for compliance
with 49 CFR part 192, 2016 inspection results and prepared PHMSA IA question set for the audit.
March 9, 2021: (3 DIMP)
Bruce Perkins, Darrin Ulmer and Jeff Brooks of the Idaho Public Utilities Commission met with Intermountain
Gas Company personnel Kelley Gorringe and the Integrity Management Team virtually to conduct an audit of
the company's DIMP. The PHMSA Inspector Assistant (IA) Program was used to conduct the DIMP audit. An
IPUC Form 3 (exit interview) was performed following the inspection with Kelley Gorringe Compliance/Audit
Specialist).
Observations:
Section 5.2.3 of the DIMP Plan states that ... Regulator stations are checked to ensure set points are correct to
achieve regulator lockup and relief set pressures are confirmed that the relief will open at desired set pressures
to protect MAOP...
During field inspections within all the companies districts the PUC has found that not all regulator stations are
plumbed for lockup and cannot be checked.
