February 22,2021: (3 Standard Prep)
Reviewed the LNG plant Emergency Manual, Fire Manual, Operations Procedure Manual, Preventative
Maintenance Guide, Plant Maintenance Training Manual, Equipment Operations Manual and Security Training
Manuals for compliance with 49 CFR part 193, NFPA 59A. Prepared for the LNG inspection through review of
the inspection forms and 2020 inspection results.
March 2, 2021: (3 Standard)
Bruce Perkins, Darrin Ulmer and Jeff Brooks of the Idaho Public Utilities Commission met with Intermountain
Gas Company LNG Plant personnel Craig Chapen,Tim Murray and Kelley Gorringe to conduct an audit of
records and field review for plant operations for calendar year 2020. The PHMSA Inspector Assistant(IA)
Program was used to conduct a LNG Facility Inspection on the records and field portions as they applied to the
facility. An IPUC Form 3 (exit interview) was performed following the inspection with Kelley Gorringe
Compliance/Audit Specialist).
March 3, 2021: (1.5 Standard)
Inspectors returned to the LNG Plant to conduct the facility walk-around to verify the few observations from
the IA PHMSA question set.
March 4, 2021: (2 Standard Post)
Completed forms and typed report. Recommendations are listed on IPUC Form 3 (attached).
