MINUTES OF DECISION MEETING
AUGUST 22, 2005 – 1:30 P.M.
In attendance were Commissioners Paul Kjellander and Marsha Smith. Commissioner Hansen was absent and excused.
Commissioner Kjellander called the meeting to order. The first order of business was approval of the CONSENT AGENDA, items 1 - 9. Regarding item 6, Commissioner Smith asked if a 21-day comment period was necessary, given that there is no disagreement about releasing the customer. She said she was not aware of any legal requirement regarding the comment period and suggested that the Commission could just go ahead and approve the agreement. Ms. Pfisterer replied that she was not aware of any requirement that would prevent the Commission from approving the contract without a comment period. Commissioner Smith moved for approval of the Consent Agenda with the exception of item 6, and she made a motion for approval of the contract between Avista and Idaho County Light & Power Cooperative for the exchange of customer Rhonda Edwards. There was no further discussion. A vote was taken on the motion and it carried unanimously.
The next order of business was MATTERS IN PROGRESS:
Donovan Walker’s August 15, 2005 Decision Memorandum re: In the Matter of Intermountain Gas Company’s 2005 PGA, Case No. INT-G-05-02.
Mr. Walker reviewed his Decision Memo. Commissioner Kjellander made a motion to accept staff’s recommendation regarding processing the case by modified procedure with the use of public workshops. He noted that public workshops would provide the best opportunity for people to comment on what is the equivalent of a pass through. A vote was taken on the motion and it carried unanimously.
Commissioner Kjellander stated that the only other item on the agenda was under the heading of FULLY SUBMITTED MATTERS and the Commission would deliberate on it privately. He then adjourned the meeting.
