Inspection Summary
Audit consisted of IPUC inspectors reviewing Douglas Pipeline Companies (DPC) procedures for
compliance with Part 192. This audit was completed virtually from the IPUC office in Boise, ID.
November 28, 2022: 1 Standard Prep
IPUC inspectors prepared for DPC procedural audit. Reviewed Operations and Maintenance Manual, IA
question set and past inspections.
December 12, 2022: 3 Standard
Virtually met with Douglas Pipeline Company representative Andi Shacklett, Director of Regulatory
Compliance to audit the companies procedures. Reviewed various documents to include Idaho Power
Online Library, O&M Manual, Emergency Plan, Public Awareness Plan, OQ plan, Form 51 - After
Action Review, Form 53, Emergency Response Checklist, SOP-22A-High Consequence Area Analysis,
SOP-30 Startup & Shutdown, SOP-05B Leak Investigation, SOP-06 Annual Valve Inspection, SOP 30a
Purge Plan, SOP 1- ROW inspection, Form 50 - AOC report, SOP 9 - Atmospheric Corrosion, Form 54 -
Pipe Condition Report. An IA exit interview was conducted and results were sent to Andi Shacklett. All
procedures were found to be compliant with Part 192.

Completed IPUC Form 1 and IA exit interview.
