Records and procedures for all Idaho Avista units were inspected March 16-17,2021 virtually from our office in Boise, Idaho. February 23, 2022: (0.5 Standard Prep) Prep for Sandpoint Field Audit August 15,2022: (2.0 Standard Travel) Traveled to Sandpoint August 16& 17 2022: (3.0 Standard) IPUC inspectors Brooks and Galli conducted a field audit of Avista's Sandpoint district. Audit included: Review of construction records, emergency operations manual,verification of Steve Finney, Jeff Lee and Shawn Slinkard OQs, 6 regulator stations (203, 204, 2050, 206, 618, 620), 5 carrier/casings, 2 rectifiers, 15 control valves and 2 patrols. One regulator station(206) failed lockup due to dithiazine issues on the worker regulator. Regulator was fixed on-site by replacing pilot stems and cleaning the diaphragm. This regulator station was scheduled to be removed late 2022 (Gas engineering project number-93005174). August 18,2022: (0.5 00,0.5 Standard post) Wrote the inspection report, completed audit forms: PHMSA IA question set, 1PUC Forms 1, 3 and attached inspection documents.
