IPUC inspectors conducted a records and field audit of IGCs Nampa LNG Facility.
April 17, 2023: (3.0 Standard)
Bruce Perkins, Jeff Brooks and Matt Galli of the Idaho Public Utilities Commission met with Intermountain Gas
Company personnel Russ Nishikawa, Jacob Tschida, Dean Daniels, Tim Murray and Compliance Specialist
Darrin Tinnerset at the Nampa LNG Facility to conduct an audit of records for plant operations for the 2022
calendar year. The PHMSA Inspection Assistant(IA)Program was used as a guide while reviewing multiple
documents to include the Operations and Training Manuals, OQ records and inspection data and notes. An IA
Post Inspection Preliminary Findings (exit interview)was performed following the inspection and sent to Colby
Lundstrom, Compliance/Audit Manager and Russ Nishikawa,Nampa LNG Manager.

Inspectors completed the 2022 records review and field inspection of the Nampa LNG facility.Parts on the field
inspection will be completed during non-liquifaction times of the year(summer 2023). Completed forms and
typed report.Recommendations are listed on IA Post Inspection Preliminary Findings.
Discrepancies:
IPUC inspectors observed discrepancies relating to recordkeeping of liquefaction cool down to specifically
mention the inspection of"flanges, valves and seals" for leaks as stated in 193.2505(b). Additionally, inspectors
would like to see the term "continual training"used in the monthly/annual logs to differentiate between initial
and continual training. Recommended attaching a change sheet to the SEA Fire study and prevention plan.
