Reviewed the Rexburg LNG plant Records, Emergency Manual, Fire Manual, Operations Procedure Manual,
Preventative Maintenance Guide, Plant Maintenance Training Manual, Equipment Operations Manual and
Security Training Manuals for compliance with 49 CFR part 193, NFPA 59A. Prepared for the LNG inspection
through review of the inspection forms.
October 16, 2023: (3.0 Standard)(Perkins, Brooks, Galli)
Perkins, Brooks and Galli of the Idaho Public Utilities Commission met virtually with Intermountain Gas
Company personnel Darren Tinnerstet, Wendy McDonough, Russ Nishikawa, Daniel Osterhout and David Estep
to conduct an audit of procedures and records review for plant operations for calendar year 2022. The PHMSA
Inspector Assistant(IA) Program was used to conduct an LNG Facility Inspection on the procedural and records
manual as they applied to the facility. An IA Post Inspection Preliminary Findings (exit interview) was
performed following the inspection with Darren Tinnerstet and Daniel Osterhout.

Perkins and Galli of the Idaho Public Utilities Commission met with Intermountain Gas Company personnel,
Daniel Osterhout and David Estep at the Rexburg LNG Plant to conduct a field audit. The PHMSA Inspector
Assistant (IA) Program was used as a guide to conduct the field audit of the LNG Facility Inspection. An IA Post
Inspection Preliminary Findings (exit interview) was performed following the inspection with Daniel Osterhout,
David Estep and Darren Tinnerstet. See exit interview/LOC/NOPV for discreancies.
