Additional Comments:
IPUC inspector Galli observed KV, a contractor for IGC install 3/4" service line(s) in Rupert, ID.
Address: 1115 Bronze Drive, Rupert, ID
Observations Include: Safety equipment, verification of OQ records, line locating, EFV 1200
installation, mechanical fittings (coupler) and 1/" Met Fit T.
Discrepancies Found:
Inspector Galli observed KV build the service line on the trailer using all mechanical fittings to include
stab fittings and 3/" Met Fits. Per OPS 307, connections shall be made by butt fusion or electrofusion,
unless space does not allow the use of fusion machines and clamps. Since most of the service line was
built on an open trailer, butt fusions should have been the preferred method of connection.
Additionally, it was discovered that employees and contractors are not OQ'd to use 3/"Met-Fits due to
the differences of using a hand tool and a hydraulic tool. Per manufacture recommendations, 2" Met-
Fits must use a hydraulic tool. %"through 1 1/"require the use of a hand tool. Per OPS 204, the OQ
process qualifies an employee or contractor to join any size pipe regardless of the size they were tested
on.
