TO THE SURROGATE AVOIDED RESOURCE METHOD AVOIDED COST RATES

On September 6, 2024, PacifiCorp dba Rocky Mountain Power (Company) received Order No.
36314 Notice of Application,Notice of Intervention Deadline,and Notice of Modified of Modified
Procedure from the Idaho Public Utilities Commission (IPUC). The order notified the Company
of the Staff s application to update Surrogate Avoided Resource (SAR) inputs, make
administrative changes to the SAR Model and update the SAR-based avoided rates included with
Staff s application.
The Company has reviewed the calculation of the new published avoided cost rates and agrees the
published Avoided Cost rates were updated correctly.
In addition, the Company does not have any concerns with Staff s proposal to use the average of
four hubs from the forecast published by the Northwest Power and Conservation Council
(NWPCC) for the natural gas forecast input to the model or with Staff s proposal to separate the
SAR Model into three models, one for each of the three regulated utilities.
