On September 4, 2024, Rocky Mountain Power, a division of PacifiCorp (“Company”),
and the City of Idaho Falls (“City”) (together the “Parties”) jointly applied to the Idaho Public
Utilities Commission (“Commission”) for approval of an Asset Transfer Agreement between the
Company and the City (“Application”). As proposed, the Company would transfer assets located
on or near Holmes Avenue in Idaho Falls to the City. The Application also outlines the City’s
compensation for those assets. The Parties requested their Application be processed by Modified
Procedure.
At the Commission’s September 24, 2024, Decision Meeting, Staff recommended that the
Commission issue a Notice of Application, Notice of Modified Procedure, and set a time and date
for a telephonic customer hearing per Idaho Code § 61-328. We now issue Notice of the
Company’s Application, Notice of Modified Procedure, and schedule a public telephonic hearing.
NOTICE OF APPLICATION
YOU ARE HEREBY NOTIFIED that the Company represented that it entered a Service
Allocation Agreement with the City to decrease service duplication and increase stability in their
service areas in 2017. This agreement permits the transfer of a customer’s service between the
parties if the utility acquiring the customer pays the other just compensation for lost revenues and
distribution facilities used to service the customer.
YOU ARE FURTHER NOTIFIED that the Company represented that one of its customers
has requested the Company transfer their electrical service from the Company to the City.

YOU ARE FURTHER NOTIFIED that the Company represented that the proposed
transaction is in the public interest because it reduces service duplication while also providing the
Company just compensation.
YOU ARE FURTHER NOTIFIED that the Application is available for public inspection
during regular business hours at the Commission’s office. The Application is also available on the
Commission’s website at www.puc.idaho.gov. Click on the “ELECTRIC” icon, select “Open
Cases,” and click on the case number as shown on the front of this document.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant
to the Commission’s jurisdiction under Title 61 of the Idaho Code, and that all proceedings in this
matter will be conducted pursuant to the Commission’s Rules of Procedure, IDAPA 31.01.01.000
et seq.

YOU ARE FURTHER NOTIFIED that the Commission has determined that it will proceed
under Modified Procedure pursuant to the Commission’s Rules of Procedure 201-204, IDAPA
31.01.01.201-.204. The Commission notes that Modified Procedure and written comments have
proven to be an effective means for obtaining public input and participation.
YOU ARE FURTHER NOTIFIED that persons desiring to state a position on this
Application may file a written comment explaining why the person supports or opposes the
Application. Persons interested in filing written comments must do so by October 31, 2024.
Comments must be filed through the Commission’s website or by e-mail unless computer access
is unavailable. To comment electronically, please access the Commission’s website at
http://www.puc.idaho.gov/. Click the “Case Comment Form” and complete the form using the
case number as it appears on the front of this document.
To file by e-mail, persons must e-mail the comments to the Commission Secretary and all
parties at the e-mail addresses listed below. Persons submitting a comment by e-mail must provide
their name, address, and the Case Number under which they are commenting. Persons submitting
a comment by e-mail also acknowledge that submitting a comment in an open case constitutes a
public record under Idaho Code § 74-101(13), and all information provided by such person is
available for public and media inspection.

the Parties at the addresses below. Persons submitting a comment by mail must provide their name,

YOU ARE FURTHER NOTIFIED that the Company may file reply comments, if
necessary, by no later than November 7, 2024.
NOTICE OF TELEPHONIC PUBLIC HEARING
YOU ARE FURTHER NOTIFIED that the Commission’s Rules of Modified Procedure
contemplate that a case will be processed by written submissions without the need for a public
hearing. However, the Commission finds good cause to schedule a telephonic public hearing in
this case because Idaho Code § 61-328, requires it.
YOU ARE FURTHER NOTIFIED that the Commission will conduct a public telephonic
customer hearing in this matter on NOVEMBER 4, 2024, AT 11:00 A.M. (Mountain Standard
Time). The purpose of the customer hearing is to take testimony from members of the public and
customers of the Company. To participate, interested persons can call 1-415-655-0001 shortly
before the designated time, and enter the meeting number 2630 112 3561 when prompted. Those

planning to testify are encouraged to start calling in to the hearing at about 10:45 a.m. (Mountain
Standard Time) on November 4, 2024.
YOU ARE FURTHER NOTIFIED that the telephonic hearing will meet accessibility
requirements of the Americans with Disabilities Act. Persons needing the help of a sign language
interpreter or other assistance to participate in or to understand testimony at a public hearing may
ask the Commission to provide a sign language interpreter or other assistance at the hearing. The
request for assistance must be received at least five working days before the hearing by contacting
the Commission Secretary at:

IT IS HEREBY ORDERED that the deadline for written public comments is October 31,
2024, and the deadline for the Company to file a reply, if any, is November 7, 2024.
IT IS FURTHER ORDERED that a telephonic customer hearing be held on the Parties’
Application on Monday, November 4, 2024, at 11:00 a.m. (Mountain Standard Time).
IT IS FURTHER ORDERED that parties comply with Order No. 35375, issued April 21,
2022. Generally, all pleadings should be filed with the Commission electronically and will be
deemed timely filed when received by the Commission Secretary. See Rule 14.02. Service between
parties should continue to be accomplished electronically when possible. However, voluminous
discovery-related documents may be filed and served on CD-ROM or a USB flash drive.
