HomeMy WebLinkAbout20241001Decision Memo.pdf DECISION MEMORANDUM TO: COMMISSIONER ANDERSON COMMISSIONER HAMMOND COMMISSIONER LODGE COMMISSION SECRETARY COMMISSION STAFF LEGAL FROM: ADAM TRIPLETT DEPUTY ATTORNEY GENERAL DATE: OCTOBER 1, 2024 SUBJECT: IN THE MATTER OF CAPITOL WATER CORPORATION'S APPLICATION TO INCREASE ITS RATES AND CHARGES FOR WATER SERVICE IN THE STATE OF IDAHO; CASE NO. CAP-W-24-01. On August 20, 2024, the Idaho Public Utilities Commission ("Commission") issued an order vacating the public comment and customer hearing set in this case and indefinitely suspended the effective date of the Company's proposed rate increase. Order No. 36295. The Commission did this to provide Staff time to complete its review of the Company's financial records. Id. Consequently, the Commission directed Staff to work with the Company to recommend new comment deadlines and propose a date to reschedule the customer hearing in this case once the review of the Company's financial records was complete. Id. Since the issuance of Order No. 36295, Staff has completed its review of the Company's financial records and is prepared for proceedings to progress once again. STAFF RECOMMENDATION After consulting with the parties to this case, Staff recommends the Commission issue an order establishing an October 24, 2024, public comment deadline, a November 7, 2024, company reply deadline, and scheduling a customer hearing for November 1, 2024.
