Please answer the following questions in regards to the projects listed in "Staff Attachment 55-2": (a) Please explain what the term"Mandated Wildfire Mitigation" means. Please explain if each project with this term is mandated by a certain state or by the Company (b) For each project with the term"Mandated Wildfire Mitigation" in project description, please provide location of the project, narrative of the project, in- service date, and any benefits to Idaho customers. (c) For each project with"Damage Repair", "Damage Rebuild", "Damaged Facilities", "Fire Damage" and "Fire Restoration" in the project description, please explain the cause of the damage, any associated names of the fire and the fire start date, the scope of the project, total project cost and if the Company expects any insurance funds for the project. (d) For Ref#134 "RMP 2023 ID Fire Mitigation Vehicles", please provide a list of vehicles purchased, price, purpose, date and invoices. (e) For Ref#79 "RMP 2023 UT Fire Mitigation Vehicles", Ref#211 "RMP 2022 UT Fire Mitigation Vehicles", Ref#531 "FHCA - 2021 UT Wildfire Vehicles", please provide a list of each vehicle purchased, price,purpose, date and invoices. Additionally, please explain how these costs were allocated to Idaho. (f) For Ref#580 "RMP 2023 WY Fire Mitigation Vehicles", please provide a list of each vehicles purchased, price, purpose, date and invoices. Additionally, please explain how these costs were allocated to Idaho. (g) For Ref#1705 "Purchase Firefighting Equipment", please provide a list of the equipment purchased, quantity, purpose, and cost of each item. Additionally, please explain how these costs were allocated to Idaho. 1"Supplemental Response to IPUC Data Request 212 Further to the Company's response to IPUC Data Request 212 dated September 9, 2024, the Company provides the following listing of the allocation of costs responsive to subparts (e), (f) and (g). PAC-E-24-04/Rocky Mountain Power September 24, 2024 IPUC Data Request 212 - 15t Supplemental (e) Please refer to the Company's response to subpart (e) below: • Ref#79 "RMP 2023 UT Fire Mitigation Vehicles"was booked to FERC Plant Account 1064000 General Completed Construction Not Classified and is allocated using the system overhead(SO) allocation factor. When projects are closed and placed in-service, project costs are often tentatively capitalized to, or recorded under, FERC Account 106 (Completed construction not classified-electric) assuming a functional category based on the broad functional category of work that the project pertains and without a state-specific location code. Allocation factors are assigned based on a combination of the FERC Plant account and location code. Since there is no state-specific location code associated with the FERC Account 106 accounting entry, a default SO allocation factor is assigned to the plant function general plant. Over time, the Company performs a more detailed analysis of amounts placed in-service to transfer balances out of FERC Account 106 and into the appropriate electric plant accounts within FERC Account 101, with a specific location code. When the FERC Account and location code are recorded, the proper allocation is assigned. At the time this general rate case (GRC) filing was made, the analysis for final plant account and location determination had not been performed on all in-service plant balances. • Ref#211 "RMP 2022 UT Fire Mitigation Vehicles"—The 2022 amount of $11,978 was booked to FERC Plant Account 3921400 Snowmobiles- Motorcycles (4-Wheeled Atv). The cost is allocated situs to Utah. The 2023 amount of$938,642 was booked to FERC Plant Account 1064000 General Completed Construction Not Classified and is allocated using the SO allocation factor. • Ref#531 "FHCA - 2021 UT Wildfire Vehicles"—The 2022 amount of $359,033 was booked to FERC Plant Accounts 3920900 Trailers, and 3920500 1 Ton And Above- Two-Axle Trucks. The cost is allocated situs to Utah. The 2023 amount of$3,326 was booked to FERC Plant Account 3920500 1 Ton And Above- Two-Axle Trucks. The cost is allocated situs to Utah. (f) Ref#580"RMP 2023 WY Fire Mitigation Vehicles"was booked to FERC Plant Account 1064000 General Completed Construction Not Classified and is allocated using the SO allocation factor. (g) Ref#1705 "Purchase Firefighting Equipment"was booked to FERC Plant Account 1064000 Production Completed Construction Not Classified and is allocated using the system generation (SG) allocation factor.
