SUBJECT: IN THE MATTER OF CDS STONERIDGE UTILITIES, LLC'S TARIFF
ADVICE REQUESTING AUTHORITY TO INCREASE ITS NEW
CONNECTION FEES; CASE NO. SWS-W-23-02
BACKGROUND
On November 27, 2023, CDS Stoneridge Utilities, LLC ("Company") applied for
authorization to increase its hook-up fees for new customers who are connecting to the Company's
system. On December 26, 2023, the Commission issued a Notice of Application and established
public comment and Company reply deadlines. Order No. 36034. Commission Staff("Staff')
and members of the public filed comments to which the Company replied. The Company also
submitted a revised proposed tariff with its reply.
Commission Order No. 36186, which was effective May 20, 2024, ordered the Company
to work with staff to revise Tariff No. 3, Sheet 3, to update non-recurring charges and appropriate
language.
STAFF ANALYSIS
Staff has reviewed the Company's tariff and believes that the Company has sufficiently
complied with Order No. 36186. While Staff believes the Company materially complied with
Order No. 36186, the Company misunderstood certain procedural details. Of note, the Company
seemed to supply its information as if responding to a Production Request instead of submitting
the matter as a compliance filing. Also,the Company submitted the complete tariff instead of just
Sheet 3. Staff recommends that Sheet 3 of the tariff is accepted as filed. See Appendix A for the

final and redlined versions of Tariff No. 3, Sheet 3. Finally, the Company did not meet their 30-
day filing deadline as ordered in Order No. 36186. However, while the Company was not prompt
in its actions, at least some of the delay was caused by a miscommunication with Staff regarding
certain information requested by the Company. Nonetheless, despite mistakes having been made,
Staff believes that the Company has provided the material information requested by Order No.
36186. For these reasons, Staff recommend approval of the Company's tariff as filed.
STAFF RECOMMENDATION
Staff recommends the Commission accept and approve the Company's tariff as filed.

The new customer may, at their option, choose to have StoneRidge install the new hook-up for
costs listed in the tariff OR hire a CDS StoneRidge Utility approved independent contractor* to
perform the new connection installation. CDS StoneRidge Utilities will inspect and approve all the
work before backfill begins to ensure compliance with the Company's installation requirements.
When the installation of a new service line requires the Company to bore a line under a road, all
additional costs will be charged to the customer on a time and materials basis. The new customer
may, at their option, hire a CDS StoneRidge Utilities approved independent contractor* to perform
the road bore and connection. StoneRidge Utilities will inspect and approve all the work being
performed to ensure compliance with the Company's installation requirements.
* Note: A CDS StoneRidge Utilities approved independent contractor is required to show proof of
bonding, licensing and insurance, and have at least five (5) years of experience at hot tapping
water lines.
