SUBJECT: IN THE MATTER OF THE APPLICATION OF CTC TELECOM, INC.
FOR AN AMENDED CERTIFICATE OF PUBLIC CONVENIENCE AND
NECESSITY; CASE NO. CTL-T-23-02
On May 26, 2023, CTC Telecom, Inc. ("CTC") applied to amend its Certificate of
Public Convenience and Necessity ("CPCN") No. 348 to relinquish its right to provide voice and
broadband services via fiber in Ada County, Idaho ("Application"). In support of this request, the
Company disclosed that it had sold the telecommunications equipment and facilities used to
provide those services in Ada County to Millennium Networks, LLC ("Millenium"). Due to the
substantial amount of assets being transferred, the Commission ordered CTC to demonstrate it
still satisfied the criteria to hold a CPCN and Eligible Telecommunications Carrier ("ETC")
designation. Order No. 36077.
On April 17, 2024, consistent with the requirements of Order No. 36077, CTC filed a
petition in this case presenting information and supporting documentation indicating that it
continued to meet all the requirements to hold a CPCN and ETC designation. Accordingly, CTC
requested an order confirming such. At the Commission's June 18, 2024, Decision Meeting,
Staff presented a decision memorandum recommending approval of the Company's May 26,
2023 and April 17, 2024, requests.
On July 24, 2024, the Commission issued Order No. 36271, confirming that CTC
continued to satisfy the requirements to hold CPCN No. 348 and designation as an ETC.
Additionally, the Commission granted CTC's Application to amend its CPCN and directed the

Company to file a proposed amended CPCN No. 348 reflecting the changes requested in the
Application as a compliance filing within 30 days.
STAFF ANALYSIS
On August 12, 2024, CTC submitted a compliance filing with a revised CPCN No.
348 that removes the right to provide voice and broadband services over fiber to residences in
Ada County, Idaho. This compliance filing was submitted to comply with Order No. 36271.
Staffs review of the revised CPCN No. 348 confirms that it reflects the changes requested in
CTC's Application. Staff believes the submitted compliance filing along with the revised CPCN
No. 348 satisfies the Commission's order.
RECOMMENDATION
Staff recommends the Commission approve the Company's revised CPCN No. 348,
submitted August 12, 2024, as filed.
