HomeMy WebLinkAbout20240903IPC to Staff 21(c) Supplemental - Attachment 1 - RFP - T902 Construction - 3 Exhibit B Environmental Summary.pdf / "IDAHO ft,-POMIER An MA-RP-- ENVIRONMENTAL AND CULTURAL PROTECTION REQUIREMENT SUMMARY Boise Bench -Midpoint Transmission Line (Line 902)2024 Maintenance Date: October 27, 2023 This Environmental and Cultural Protection Requirement Summary ("Summary") provides an overview of the Bureau of Land Management (BLM) compliance requirements for this Project.This summary is not intended to be all-inclusive,and it is the recommendation of Idaho Power Company's (IPCs) Environmental Services that the Contractor review all project documents, including the BLM Right-Of-Way (ROW) Grant and Plan of Development (attached). Deviations from the conditions provided below,and those outlined in project specific permits are likely to result in non-compliance situations and subsequent reporting to the BLM. Failure to comply with all permit requirements may result in suspension of the Work,fines,law enforcement actions, and/or additional environmental mitigation requirements. If Contractor's failure to comply with all permit requirements results in delay,fines,Additional Work or any other impact to the terms of the Agreement, Contractor shall be fully responsible for mitigating such impacts; Contractor shall not be entitled to extensions of time and shall be fully responsible for payment of fines and completion of Additional Work at no additional cost to IPC. If any portion of project construction on BLM managed lands (see attached figure) does not meet permit conditions, Contractor shall cease Work at that location and contact the IPC Project Manager and/or Environmental Services listed below. Environmental and Cultural Protection Requirements 1. All Work shall be completed within the BLM authorized 80-feet-wide ROW and in a manner that will minimize disturbance to vegetation. 2. Maintenance related traffic to and from the ROW corridor and structures shall be restricted to existing roads. No blading is permitted along the roads and no new roads are allowed.Vehicle use outside of the ROW and existing roads is not allowed without BLM approval. 3. If soil conditions result in equipment creating ruts greater than 3 inches, Contractor shall stop the Work and notify the IPC Project Manager and/or Environmental Services immediately.Work may be allowed to resume upon BLM approval. 4. Contractor shall be responsible for prevention and control of noxious weeds within the limits of the project areas. All vehicles/equipment must be washed and cleaned of all mud, dirt, and plant debris (including vehicle under carriage and cab) prior to entering BLM managed lands. 5. Any measurable ground-disturbance will be repaired (re-contoured) to at least the condition existing prior to project activities as soon as weather,ground, and scheduling conditions permit. 6. Project area shall always be maintained in a sanitary condition; all waste materials shall be disposed of promptly at an appropriate waste disposal site. 7. There may be avoidance areas within the project area to protect sensitive resources. If so, Contractor will be provided maps of the avoidance areas. Maintenance activities are not permitted within the avoidance areas. If avoidance is not possible, monitoring may be necessary. If monitoring is necessary,the selected Contractor will be informed and will need to coordinate with IPC Project / "IDAHO ft,-POMIER An MA-RP company ENVIRONMENTAL AND CULTURAL PROTECTION REQUIREMENT SUMMARY Boise Bench -Midpoint Transmission Line (Line 902)2024 Maintenance Date: October 27, 2023 Manager and/or Environmental Services one week in advance of ground disturbing activities to schedule monitoring efforts to ensure protection of avoidance areas. 8. Any cultural/archeological site encountered/affected by project activities shall be immediately reported to the IPC Project Manager and/or Environmental Services and all work shall stop until authorized to resume. 9. Activities will occur during the Migratory Bird Treaty Act nesting season (February 1 through July 31). IPC will conduct a nesting survey prior to project activities to determine presence/absence of active raptor nests. If no nests are found, project activities may be conducted. If nests are found, project 0&M activities may need to be delayed until after the nesting season. Nesting raptors shall not be disturbed. If nesting raptors are encountered contact IPC Environmental Services staff prior to conducting Work. 10. Project activities will occur in big game (e.g., elk, deer) winter range. Construction activities may be restricted from December 1 through April 30 if there are large concentrations of elk or deer in the area and if project activities negatively impact wintering big game. IPC will conduct field surveys prior to the start of the restrictive time period to document the presence/absence of wintering elk or deer within and immediately adjacent to the project area and if they have the potential to be affected by the project. If large concentrations of elk or deer are present,Work may be suspended or limited in certain areas or at certain times,as directed by IPC. If elk or deer are observed by the Contractor near the project area,they shall contact IPC immediately. 11. Portions of the project are within Slickspot peppergrass (a threatened plant species) habitat. IPC will survey these areas prior to construction.If slickspots or other sensitive plants are found,they will be marked for avoidance and maps will be provided to the selected Contractor showing these avoidance areas. 12. Fire protection measures shall be followed during fire season (May 10 - October 20) as required by state and federal regulations. • All power-driven equipment shall be equipped with one (1) fire extinguisher having a UL rating of at least 5 BC and one "D"handled or long handled round point shovel, size "0" or larger. • Each motor patrol,truck,and passenger-carrying vehicle shall be equipped with a double-bit axe or Pulaski, 31/2 pounds or larger; and • Each internal combustion engine shall be equipped with a spark arrester that meets the federal land managing agency's standards.
