On February 28, 2024, CDS Stoneridge Utilities, LLC ("Company" or "Stoneridge")
applied for authorization to increase its rates and charges for water service ("Application"). The
Company made a separate supplemental filing requesting an April 1, 2024, effective date.I
On March 13, 2024, the Idaho Public Utilities Commission ("Commission") issued a
Notice of Application, Notice of Intervention Deadline, and Notice of Suspension of Proposed
Effective Date. Order No. 36116. The Stoneridge Property Owners Association, Inc. ("SPOA"),
the Stoneridge Recreational Club Condominium Owners Association, Inc. ("SRCCOA"), and an
individual, Randolph Garrison, pro se, petitioned to intervene (collectively the "Intervenors").
Order Nos. 36144 and 36163.
On May 28, 2024, the Commission issued a Notice of Modified Procedure establishing
public comment and Company reply deadlines and Notice of Public Workshops. Order No. 36192.
The Commission Staff("Staff')held two public workshops on June 4, 2024, in Blanchard, Idaho.
On June 10,2024,Mr. Garrison filed two motions.The first requested that the Commission
order the Company (or the Commission Secretary should the Company fail to promptly comply)
to provide the Intervenors with discovery responses in this case. Mr. Garrison's second motion
asked the Commission to process this case via a technical hearing rather than by Modified
Procedure.
On July 2, 2024, pursuant to Staff's decision memorandum making several requests to
ensure this case proceeded appropriately,the Commission issued an order suspending the case for

60 days, setting a new effective date of November 30, 2024, ordering the Company to obtain
representation within 30 days, and vacating the comment deadlines established in Order No.
36192. Order No. 36247.
Jason Piskel filed a Notice of Appearance on July 1, 2024, noting that he was retained to
represent the Company before the Commission. This filing complied with the Commission's
requirements established in Order No. 36247.
The Commission hereby orders that this case proceed via Modified Procedure and
establishes the dates for two customer hearings.
NOTICE OF MODIFIED PROCEDURE
YOU ARE HEREBY NOTIFIED that the Commission has determined that it will proceed
under Modified Procedure pursuant to the Commission's Rules of Procedure 201-204, IDAPA
31.01.01.201-.204. The Commission notes that Modified Procedure and written comments have
proven to be an effective means for obtaining public input and participation.
YOU ARE FURTHER NOTIFIED that persons desiring to state a position on this
Application may file a written comment explaining why the person supports or opposes the
Application. Persons interested in filing written comments must do so by October 2, 2024.2
Comments must be filed through the Commission's website or by e-mail unless computer access
is unavailable. To comment electronically, please access the Commission's website at
http://www.puc.idaho.gov/. Click the"Case Comment Form"and complete the form using the case
number as it appears on the front of this document.
To file by e-mail, persons must e-mail the comments to the Commission Secretary and all
parties at the e-mail addresses listed below. Persons submitting a comment by e-mail must provide
their name, address, and the Case Number under which they are commenting. Persons submitting
a comment by e-mail also acknowledge that submitting a comment in an open case constitutes a
public record under Idaho Code § 74-101(13), and all information provided by such person is
available for public and media inspection.

YOU ARE FURTHER NOTIFIED that the Intervenors must file their comments by
October 16, 2024.
YOU ARE FURTHER NOTIFIED that the Company must file any reply comments by
October 30, 2024.
NOTICE OF CUSTOMER HEARING
YOU ARE FURTHER NOTIFIED that the Commission will conduct a customer hearing
in this matter on WEDNESDAY OCTOBER 9, 2024, starting at 5:00 p.m. (PDT) and ending
at 8:00 p.m. (PDT), or after all customer testimony has been taken, whichever comes first.
The customer hearing will be held at the Blanchard Community Center, 685 Rusho Lane,
Blanchard, Idaho 83804. Persons attending the hearing in-person will have an opportunity to
provide testimony. Persons may also listen to the live testimony and proceedings at the hearing by
calling 1-415-655-0001, entering code 2632 798 5543 when prompted. However,persons will not
be able to provide testimony by phone.
YOU ARE FURTHER NOTIFIED that the Commission will conduct a customer hearing
in this matter on THURSDAY OCTOBER 10, 2024, starting at 10:00 a.m. (PDT) and ending
at 1:00 p.m. (PDT), or after all customer testimony has been taken, whichever comes first.
The customer hearing will be held at the Blanchard Community Center, 685 Rusho Lane,
Blanchard, Idaho 83804. Persons attending the hearing in-person will have an opportunity to
provide testimony. Persons may also listen to the live testimony and proceedings at the hearing by
calling 1-415-655-0001, entering code 2634 555 0776 when prompted. However,persons will not
be able to provide testimony by phone.
YOU ARE FURTHER NOTIFIED that all hearings and prehearing conferences in this
matter will be held in facilities meeting the accessibility requirements of the Americans with
Disabilities Act ("ADA"). Persons needing the help of a sign language interpreter or other
assistance to participate in or to understand testimony and argument at a public hearing may ask
the Commission to provide a sign language interpreter or other assistance at the hearing. The
request for assistance must be received at least five working days before the hearing by contacting

ORDER
IT IS HEREBY ORDERED that the Company's Application be processed by Modified
Procedure. The Commission here establishes an October 2, 2024, Staff and public comment
deadline; an October 16, 2024, Intervenor comment deadline; and an October 30, 2024, Company
reply deadline.
IT IS FURTHER ORDERED that the Commission will hold two customer hearings at the
Blanchard Community Center in Blanchard, Idaho: (1) October 9, 2024, at 5:00 p.m. (PDT); and
(2) October 10, 2024, at 10:00 a.m. (PDT). Customers can call in using the information above to
listen to the customer hearings but must be physically present to offer testimony.
IT IS FURTHER ORDERED that parties comply with Order No. 35375, issued April 21,
2022. Generally, all pleadings should be filed with the Commission electronically and will be
deemed timely filed when received by the Commission Secretary. See Rule 14.02. Service between
parties should continue to be accomplished electronically when possible. However, voluminous
discovery-related documents may be filed and served on CD-ROM or a USB flash drive.
