Install new 138kV breakers at LNDN to break up 138kV Line#404.This also includes the Feeder Relay Replacements for LNDN 011A,013A,015A,017A and replacement of LNDNT132 with a larger(44.8 MVA)transformer.The Feeder Relay Replacements entail removal of the 1999 vintage SEL-251 relays installed in the metalclad#2 feeder bay door panels for LNDN 011A,013A,015A,and 017A. Remove the feeder control panel in metalclad#2. Install two new CF9(125V DC)dual feeder panels in the LNDN control building with SEL-351A primary and BU relays. There appears to be space for the new panels on the south side of Panel 3F. Install new cables from the feeder metalclad bays to the new dual feeder panels. For SCADA upgrades,an SEL-2032 or an RTAC may be needed. SCADA should include,at a minimum,the following points for distribution operation: Feeder level=3-phase MW,ground amps,by- phase amps,and by-phase VARs and voltage. clris/Products/Budgets/ProjectUpdate.cfm?ProjNo=33827&CC=577 1/3 9/5/24, 12:48 PM CLRIS Reliability.The Linden,Hill,and Skyway substations serve 22,736 customers and have an actual coincident summer 2022 peak load of 101 MW.With the addition of several project and growth related load transfers,the 2024 forecasted peak load of 147MW will be served from the CDWL-NMPA 138kV line#404.Our practice is to install transmission breakers when the combined peak load is projected to exceed approximately 80MW.Limiting the loss of load is most efficiently provided by installing 138kV breakers at Linden. Transformer capacity.In a 95th-percentile temperature event the forecasted peak load of 30.78MW on LNDN T-132 will exceed the planning capacity by 20.8%in the summer of 2024. 40°C(104°F)nameplate rating=30MVA The transformer has been de-rated to 26MW per the instruction of Apparatus. It overheats when loaded higher than that. Planning Capacity=25.48MVA Most recent actual peak,Summer 2022=25.8MW(after adjustment for temporary offloads,actual peak before adjustment was 21.1 MW) Adjusted 95th-percentile temperature event peak=26.67MW The average growth trend in this developing urban area is 2.87%annually. The following alternatives have already been implemented for local area load management: A load transfer of 1.8MW from LNDN15 to HILL17 is planned for 2022,with the load being transferred back in 2024 after Solution 7108. A load transfer of 1.5MW from LNDN15 to HILL12 is planned for 2024(after Solution 7108) A load transfer of 4.OMW from LNDN13 to VLVU14 is planned for 2023(after Solution 5786) A load transfer of 1.15MW from CDWL014 to LNDN013 is planned for 2024. A load transfer of 2.8MW from VLVU12 to LNDN11 is planned with Solution 7108 in 2024 to delay the need for a new VLVU transformer.This transfer does not affect the need date of the LNDN transformer. A load transfer of 3.2MW from LNDN17 to SKWY11 was executed in 2020 The following alternatives were considered and determined to not solve the issue,cause additional problems,or involve greater costs: There is no available adjacent feeder/transformer capacity to offload the transformer. No economical Non-Wires Alternatives identified. l The Hill,Linden,and Skyway loads totaling 146MW in a 95th-percentile temperature year will continue to be at risk for extended outages (if no action) outside of our reliability practice. Load projections indicate that postponing the project by one year will result in loading the transformer 26.1%over the planning capacity in a 95th-percentile temperature year.Loading beyond the planning capacity will result in operational impacts.additional capacity beyond the planning capacity will result in reduced capacity margin to accommodate operational needs. l Related Info T404200001 is the transmission project.
